Description *
The Engagement Monitoring System (EMS) is a real-time monitoring mechanism that monitors the outputs and quality of Youth Asset Development Programmes in Jordan, Palestine and Syria. The EMS was developed by UNICEF Regional Office in partnership with UNICEF Kosovo and Lebanon Innovation Units. Designed to be user-friendly, the EMS is based on innovative open source technology. The data entry is done through KoBo and the visualization is done through Power BI. These two tools have been integrated into a unifying platform through web technologies. The EMS has been developed to track the three aspects of the programme based on the Positive Adolescent Development Theory of Change: • Programme coverage • Programme outputs • Programme quality The monitoring activities of the EMS involve systematic quantitative and qualitative data collection throughout the project; this enables stakeholders to gain a deeper understanding of project implementation, identify strengths and weaknesses, learn from success and challenges to improve the quality of the programme for young people and be accountable for programme performance results. By doing so, UNICEF and partners will be able to make informed decisions to improve the ongoing adolescent engagement programmes and enhance the formulation of future engagement interventions.
