eCitizen
e-Citizen is international computer literacy programme targeted towards bridging digital divide and ensuring equal access to information and knowledge to everyone regardless of status, education, age, ability or understanding. eCitizen project has been carried out by HMAO regional government in 2007-2015, while in 2015-2017 it has been transformed to Russian eService training in order to ensure sustainable development of the regional information society. Over 86 000 HMAO citizens (whereof 20 000 were over 50 years of age and 24 000 – retired) have participated in various computer literacy programmes in 2007-2017 sponsored by HMAO regional budget. Typical participants of the e-Citizen programme are those who feel marginalised or excluded by not having the skills to access the internet, interact with others, aquire e-Government services and purchase goods and services over the Internet. eCitizen project is a part of global ECDL initiative governed by ECDL Foundation - an international organisation dedicated to raising digital competence standards in the workforce, education and society.
