The e-Office system, developed by the Ministry of Digital Economy and Society (MDES) in Thailand, is a Cloud-based Software as a Service (SaaS) solution operating under the Government Data Center and Cloud Service (GDCC). It is designed to enhance document management efficiency and streamline internal operations. This initiative supports Thailand’s transition toward a fully digital government to modernize public administration.The e-Office system aligns with Thai government’s Cloud First Policy, with the primary goal of utilizing cloud technology. This initiative focuses on using the Government Cloud (GDCC) as the core infrastructure for managing data and services across government agencies, aiming to create an ecosystem for public services and drive operations with data efficiently.The e-Office system plays a key role in driving the digital transformation towards a paperless environment. This transformation enables the public sector to manage documents more efficiently, minimize paper usage, go green, and reduce costs by eliminating the need for redundant digital infrastructure investments across different government agencies. It also ensures a standardized system with high data security measures, minimizing the risk of data loss.Public sector users can create document files, sign them with a secure, verified signature in compliance with relevant laws, and store/send them through a secure cloud system. The system can be extended to provide digital services to citizens, offering more convenient and faster access to government services.The National Digital Economy and Society Commission has approved the goal and implementation strategy to drive the adoption of the e-Office system. The goal is to cover 3 million users in 2027, thereby encompassing the entire workforce of government personnel across the country.Currently (Feb. 10, 2025), there are more than 834,000 users from around 5,600 government agencies (ministries, departments, and local administrations) registered to use the e-Office system.

The e-Office system project is highly replicable. Key factors that support its replicability include:1) Cloud-Based Infrastructure – The system operates under the Government Data Center and Cloud Service (GDCC), allowing scalability and flexibility for deployment in different environments. Other countries or organizations can adopt a similar cloud-based model to streamline document management.2) Standardized Digital Processes – The e-Office system follows internationally recognized standards for secure digital documentation, including electronic signatures with verified certification. This ensures compliance with legal and regulatory frameworks, making it easier to replicate.3) Cost Efficiency and Resource Optimization – By reducing paper usage, minimizing redundant digital infrastructure investments, and streamlining administrative tasks, the system offers cost-effective benefits that other governments or large institutions can adopt to improve operational efficiency.4) Interoperability and Integration – The system can be integrated with various digital services, including citizen-facing platforms, data-sharing mechanisms, and other digital government initiatives. This adaptability makes it suitable for replication in different administrative structures.5) Scalability for Public Service Expansion – The e-Office system can be expanded beyond internal government use to provide digital services directly to the public, ensuring a seamless and efficient interaction between citizens and government agencies.
The e-Office system is designed to be a sustainable solution for government modernization, ensuring long-term efficiency, environmental benefits, and enhanced public service delivery.The National Digital Economy and Society Commission has approved the goal and implementation strategy to drive the adoption of the e-Office system. The target is to provide service to 1 million users in 2025, 2 million in 2026, and 3 million users in 2027, thereby encompassing the entire workforce of government personnel across the country.The Ministry of Digital Economy and Society (MDES) is currently presenting the goal and implementation strategy for Cabinet approval. Once approved, the government will allocate an integrated annual budget to support the continuous operation of the e-Office system. This ensures long-term sustainability and allows for further expansion of digital government services such as e-Forms for various public services.The system’s sustainability is reinforced through:1) Environmental sustainability – Reducing paper usage and energy consumption, and Lowering energy consumption associated with printing, storage, and document transportation.2) Financial sustainability – Reducing costs by eliminating redundant IT infrastructure investments across agencies.3) Technological sustainability – Utilizing cloud-based (GDCC) architecture for flexibility, scalability, and continuous system improvements. Integration with secure digital signatures and legal compliance ensures long-term usability. Interoperability with other digital platforms enhances adaptability to future government innovations.4) Operational sustainability – Enhancing workflow efficiency and reducing administrative burdens and reducing risks of document loss and unauthorized access.By leveraging digital transformation, cost optimization, and environmental benefits, the e-Office system contributes to a more efficient, secure, and modern public administration, making it a sustainable solution for long-term government modernization.
The e-Office system project aligns with the WSIS value, Action Line C7: ICT Applications – E-Government, by promoting digital transformation in public administration, enhancing efficiency, transparency, and accessibility in government operations. 1. Enhancing Government Efficiency & Paperless Operations The e-Office system enables government agencies to transition to fully digital document management, reducing reliance on paper-based workflows. Government personnel can create, sign, store, and track documents electronically, streamlining processes and improving responsiveness. 2. Improving Public Service Delivery The e-Office system lays the groundwork for expanding digital public services, such as e-Forms for citizens, allowing them to access government services anytime, anywhere. This reduces administrative burdens and enhances citizen satisfaction. 3. Ensuring Data Security & Compliance The system employs verified digital signatures with Certificate Authorities (CA), ensuring legal compliance, document authenticity, and data security. The use of the GDCC ensures reliable, secure, and standardized infrastructure for public sector digital transformation. 4. Supporting Sustainable Development & Cost Reduction By reducing paper consumption, the e-Office system contributes to environmental conservation. The shared cloud infrastructure minimizes redundant investments across agencies, allowing better budget reallocation. 5. Promoting Inclusivity & Digital Transformation The project aligns with Thailand’s Cloud First Policy, ensuring all government agencies, including local administrations, have access to advanced digital tools. The long-term goal of 3 million users by 2027 ensures nationwide participation in the digital government ecosystem. By advancing e-Government initiatives, the e-Office project directly supports WSIS values by fostering efficient, inclusive, and transparent governance, contributing to socioeconomic development and improved public service accessibility.
