StopNCII.org (Stop Non-Consensual Intimate Image Abuse) is a free global tool by SWGfL to prevent intimate images from being shared online by perpetrators of intimate image abuse. It can also track and take down non-consensual intimate images which have already been shared on participating platforms.

StopNCII.org uses world-first, on-device hashing technology. People being threatened with intimate image abuse can create unique identifiers of their images, (also known as ‘hashes’ or digital fingerprints). Only hashes are shared, not the original image (or video). These ensure that the images (or videos) never leave the user's device. When a case is opened, hashes are presented, rather than the image itself to protect the user’s privacy. Hashes are submitted to StopNCII.org and then shared with participating partners to identify across platforms. If an image matches the hash and is identified as intimate it will be removed and blocked from further sharing (subject to participating platforms policies).

StopNCII.org is now being used to protect over 1,000,000 images from being shared online without consent. The increase in hashes marks a 130% increase from the previous year and reports are continuing to increase. Current StopNCII.org industry partners include:

Using StopNCII.org's hashing technology, image identification and removal can be adopted elsewhere to combat other forms of harm. We gifted the technology to the National Centre for Missing and Exploited Children (NCMEC) so they could create TakeItDown, a similar tool that detects and removes instances of child sexual abuse material.

Using a partnership funding model, those incorporating the StopNCII.org hashing database are required to donate towards the project in order to sustain it's future. With the partner list continuously growing and the focus around combatting intimate image abuse increasing, the need for StopNCII.org is more important than ever.

StopNCII.org promotes the values of the World Summit on the Information Society (WSIS) by leveraging information and communication technologies (ICTs) to combat non-consensual intimate image (NCII) abuse, thereby fostering a safer and more inclusive digital environment. Empowerment through Technology StopNCII.org employs cutting-edge hashing technology to empower individuals to protect their intimate images from unauthorised distribution. By creating unique digital fingerprints (hashes) of images directly on users' devices, the platform ensures that the actual images never leave the device, maintaining user privacy. These hashes are then shared with participating platforms to detect and prevent the dissemination of the corresponding images. Multi-Stakeholder Collaboration The platform exemplifies the WSIS-endorsed multi-stakeholder approach by collaborating with various industry partners, including major technology companies like Facebook, Instagram, TikTok, and Microsoft. Such partnerships enhance the effectiveness of combating NCII across multiple platforms, reflecting WSIS's call for inclusive participation from civil society and the private sector in addressing information society challenges. Advocacy and Global Outreach StopNCII.org actively participates in international forums, such as presenting at the United Nations Commission on the Status of Women, to raise awareness and advocate for policies against NCII abuse. This global engagement underscores the platform's commitment to WSIS values by promoting international cooperation and dialogue to create a safer information society.
