Digital platform for business QOLDAU


Description

Mission and main objective: Sustainable development of agriculture and rural territories through the formation of an accessible and multi-service digital ecosystem.

QOLDAU (from Kazakh language translated as support) is a unified digital platform for business. There are over 172,000 users registered in QOLDAU, which include all key market participants: financial institutions, suppliers of seeds, chemicals, fuels and lubricants, elevators, traders, government agencies, etc.
Applied information services with a high level of format-logical control are integrated with government databases, space information depositories and payment systems;
Multi-format services: B2F (business to farmer) G2F (Government to farmer), F2G (Farmer to Government)

Services provided by Qoldau:
E-Grain - registration of operations with e-grain receipts;
AGROMONITOR - geoportal: land identification, zoning by land (fields / pastures, etc.), space monitoring;
AGROSCOUTING - phytosanitary inspection service - database of phytosanitary monitoring results;
AGROWEATHER - service for receiving weather data from a weather station and forecasts;
SUBSIDIES - electronic submission of applications for subsidies, their processing and payment;
FUEL - online quotas / deals / payment of preferential diesel fuel;
QAZCHAIN - storage of databases using distributed registry technology;
AGROINSURANCE - online insurance service;
AGROCREDIT - online credit service;
AGROANALYTICS - analytics service based on the platform data.

According to our estimates, the introduction of similar services may reduce farmers' financing costs by 30%, increasing agribusiness funding at least 2 times due to data availability and risk assessment.


Sustainability

The high degree of sustainability of the project is determined by the following factors:

1.Proactive government policy on digitalization of industries

2. Sustainable partnerships with internationally recognized partners (Transtelecom Airbus, Vander Sat, DTN, Swiss re, Syngenta, etc.).

3. INTEGRATION with 20+ systems and databases (Ministries of Justice, Finance, Agriculture, Internal Affairs, National Bank, second-tier banks, etc.).

4. EFFECTIVE WORKED TEAM of architects, analysts and developers with experience in creating and developing more than 4 digital platforms for the ministries of finance and agriculture, the National Bank, one of which is recognized as the winner of the WSIS-2015 contest of the International Telecommunication Union.

The operator of the Qoldau platform is Information and Accounting Center JSC (IAC), that was established in 1993 as a financial organization with 100% state participation and is a single operator in the field of state property.


WSIS values promotion

The project as a whole is unique in its kind: the project offers society unprecedented principles, methods and technologies for breaking through and sustainable development of agriculture at levels that meet modern requirements. The constant consistent development of the project attracts many professionals and technocrats from all spheres of the development of society: (science, politics, economics, etc.) and key sectors: industry, IT industry, education, international trade, etc. Effective interaction of interested professional partners gives a multiplier effect on the development of society as a whole: on the one hand, encourages and calling lagging industries and spheres for development, and, on the other hand, presents “challenges” for partners to move forward and transform. It should also be noted here a change in the development strategy of agriculture under the influence of the enhancement of the Qoldau project. However, we believe that in order to achieve the highest goals of the development of society, it is important to mobilize all available resources, for which key representatives of the government (national and local), civil society and other key figures (actors) should interact in the community.
