Sideka-NG: Website and Public Services Platfrom to Accelerate the Digital Transformation of Village Government in Indonesia


Description

SIDEKA-NG (Sistem Informasi Desa dan Kawasan – Next Generation) is a digital public infrastructure initiative that enables village governments in Indonesia to deliver transparent governance, inclusive public services, and digital economic opportunities for rural communities.

Indonesia has more than 74,000 villages spread across thousands of islands, making rural digital governance a critical component of national development. SIDEKA-NG provides standardized village websites and digital service tools that allow local governments to publish public information, manage administrative services, promote village economic potential, and strengthen community participation.

Through this platform, villages can deliver online public services, disseminate development data, and promote local products from micro and small enterprises. The initiative is supported by capacity-building programs, technical assistance, and collaboration between national government, local governments, and village communities.

SIDEKA-NG has been adopted by hundreds of villages and continues to expand as part of Indonesia’s *Digital Government (SPBE) transformation agenda*. By bringing digital governance to the grassroots level, the program helps bridge the rural digital divide, strengthen public institutions, and support sustainable rural development.

Replicability

The SIDEKA-NG platform is highly replicable and designed to scale across diverse rural contexts. The system uses a standardized, web-based architecture that allows village governments to deploy official village websites and digital public services without requiring complex technical infrastructure.

In Indonesia, a total of 22,992 villages have independently developed official village websites, and 10,255 of them are powered by the SIDEKA-NG platform, meaning that more than 45% of all village websites in Indonesia utilize SIDEKA-NG. This widespread adoption demonstrates the platform’s scalability and adaptability across different regions with varying levels of digital capacity.

The platform provides standardized templates for village information management, digital administrative services, and economic promotion, making it easy for local governments to adopt and operate the system. In addition, national and local governments support implementation through training programs, technical assistance, and institutional coordination.

Because the model focuses on enabling digital governance at the lowest level of government administration, SIDEKA-NG represents a replicable approach not only across Indonesia’s 74,000+ villages, but also for other countries seeking scalable solutions for rural digital governance and inclusive public service delivery.


Sustainability

SIDEKA-NG is designed to ensure long-term sustainability through strong institutional support, policy alignment, and continuous capacity development.

First, the initiative is aligned with Indonesia’s national digital transformation strategy, particularly the implementation of the Electronic-Based Government System (SPBE) and the broader national agenda for Digital Government and Digital Public Infrastructure development. This policy alignment ensures that the platform is integrated into long-term government priorities.

Second, SIDEKA-NG is supported by the Ministry of Communication and Digital in collaboration with local governments, ensuring continuous system maintenance, platform development, and technical assistance.

Third, sustainability is strengthened through capacity-building programs that train village officials and community operators to manage the platform independently. This approach empowers local institutions and ensures long-term operational continuity.

Finally, the system uses scalable and adaptable digital architecture that enables continuous improvement, interoperability with other government systems, and expansion to additional villages over time. As adoption continues to grow—already supporting more than 45% of village websites in Indonesia—SIDEKA-NG demonstrates a sustainable model for long-term digital governance at the grassroots level.

This program promote WSIS values by: - Promote Digital inclusivity by opening up equal access to village public information and services - Promote Tranparancy and accountability Transparency and accountability aspect are strengthened through the publication of data development, budget reports and various villager activities information which are available on the website for increasing public trust to their village government. - Promote citizen participation by providing a save space for interaction and an integrated digital-based public complaint system, the public will have direct access to voice their aspirations. - Promote local community empowerment In terms of economic and social empowerment, this website is used as a tools of promoting local business actors, village and tourism potential. This helps to reach a wider marke to strengthening the village economy - Promote strengthening human resource digital capacity Through training and technical assistance, village goverment and the community are encouraged to master the use of information technology.
