Strategic objectives include enhancing access to information, promoting leadership and skills in smart territories, fostering sustainability, boosting interoperability across administrative levels, and encouraging a competitive digital economy, ensuring smart management of essential resources such as water, energy and mobility; and reinforcing territorial cohesion across urban, rural and remote areas.

ENTI will, facilitate the access to information and best practices, promote Leadership, talent, and skills in Smart Territories, making Portugal as an international reference in smart infrastructure, data, and services, to enhance sustainable territories focused on citizens’ quality of life, increase multilevel collaboration and interoperability and foster a competitive economy based on digital technologies.

Modernizing territorial management can be replicated by adopting elements such as the use of urban management platforms, the creation of national data models catalogues that follow the recommendation from EU, the definition of clear guidelines for systems integration, and alignment with global objectives such as the SDGs, just as ENTI does by framing itself within the digital transition and promoting sustainable cities.

Furthermore, ENTI's focus on capacity building, transparency, and digital governance offers a transferable roadmap for international contexts that wish to develop more efficient, inclusive, and innovative territorial ecosystems.

ENTI's objective is to accelerate the digital transformation of Portuguese territories, promoting a more efficient, sustainable and transparent public administration. By transforming data into actionable insights, the project enhances the decision-making capacity of public authorities, addressing challenges such as mobility, climate change, social cohesion, and innovation.

The initiative addresses the need for a unified strategy and mechanisms that foster collaboration among various stakeholders, including local authorities, the private sector, academia, and citizens. Direct beneficiaries include territorial administrations, technology SMEs, startups and research centres, creating a positive impact on the entire population.

By enhancing access to information and knowledge via centralized resources such as the Intelligent Territories Portal, ENTI reflects WSIS commitments to universal access and freedom to seek and share information.
