SAGE-HE is developed to address a structural challenge faced by large universities: fragmented communication channels, dispersed knowledge across departments, inconsistent procedural guidance, and excessive reliance on manual emails and phone-based inquiries. In an ecosystem serving more than 70,000 students, faculty members, and administrative staff, these inefficiencies lead to delayed responses, operational overload, unequal access to verified information, and reduced institutional transparency.To overcome this obstacle, SAGE-HE introduces a centralized AI-powered governance engine built on a modular multi-agent architecture. Each intelligent agent represents a specific university entity and operates within defined policy boundaries, delivering structured, verified, and regulation-aligned responses through a unified digital interface. Beyond answering inquiries, the system provides guided procedural navigation, intelligent service routing, and a controlled framework for gradual integration with transactional services such as request submission and appointment scheduling.The platform ensures 24/7 equitable access to institutional knowledge while reducing repetitive manual inquiries and standardizing service delivery across departments. All interactions operate within a governed environment aligned with institutional data protection and cybersecurity policies, ensuring accountability and information integrity.By separating the AI orchestration layer from operational systems, SAGE-HE enables scalable deployment and adaptation across different higher education institutions. The model establishes a sustainable and replicable blueprint for AI-enabled institutional governance, strengthening digital inclusion, improving operational efficiency, and advancing transparent, smart public service delivery in higher education.

SAGE-HE is replicable across public and private higher education institutions with minimal structural modification. It can be adopted nationally within higher education systems and adapted regionally in countries pursuing digital transformation in public education governance.

By centralizing verified institutional knowledge and delivering policy-aligned responses through a unified AI-driven interface, the platform ensures that all stakeholders—students, faculty members, and administrative staff—have equal, 24/7 access to accurate and consistent information. The project directly supports WSIS principles related to Access to Information and Knowledge (C3) by reducing fragmentation of communication channels and eliminating information asymmetry across departments. It reinforces the Role of Public Governance (C1) by standardizing knowledge dissemination, improving procedural clarity, and enhancing accountability in service delivery. SAGE-HE also contributes to Capacity Building (C4) by empowering users to navigate institutional processes independently through guided procedural support, reducing reliance on manual intermediaries. By embedding AI within a secure and policy-governed framework, the project promotes responsible digital transformation aligned with ethical use of technology.
