The main goal of leveraging ICT in service delivery is to enhance transparency, accountability and efficiency in the performance of Government activities.Local Government Authorities for a long period of time have been spending a lot of money and time in completing the planning and budgeting process.Through the introduction and implementation of improved PlanRep, Tanzania has been named as the first country in Southern Africa to have web-based system for preparing plans and budgets in Local Government Authorities, which includes all sectors in one system that facilitates planning, budgeting and reporting on the implementation of development projects throughout the country.The improved PlanRep enhanced efficiency, transparency and accountability in service delivery to citizens and various stakeholders. It has reduced time from three months to one month used previously for planning, budgeting and reporting process. Improved PlanRep has helped saving more than four billion Tanzania Shilling every year, which was used for planning and budgeting preparation process.Budget auto-submission and scrutinization features of the improved PlanRep has reduced the previously inconvenience for Government officials to travel long distances to their respective Regional Secretariats and Ministry to submit and defend budget plans. The development of improved Planning, Budgeting and Reporting system for Local Government Authorities PlanRep is a web-based solution developed in-house by a team of local Tanzanian experts from President's Office Regional Administration and Local Government, e-Government Authority as well as other sectoral Ministries so as to sustainable achieve the following goals: (i) Complete control over the system, homegrown by Tanzanians for Tanzanians; (ii) Responds to rapid changes/Customization and Flexibility;(iii) High sustainability of developed solutions as opposed to proprietary/contracted solutions;(iv) Opportunity to advance staff capacity;(v) Low implementation cost;(vi) Quick turn-around due to domain knowledge;(vii)Enhanced Security and Confidentiality.The above-mentioned has been achieved through continuous improvement through embracing emerging technologies such as Artificial Intelligence, using less resources for more solutions, adhering to global principles, local practice, compliance and alignment with Directives, Policies and Laws.Improvement in ICT infrastructure and resources in narrowing the Digital Divide in Tanzania, continuous capacity building to users and awareness raising to general community on the improved PlanRep will also make the system sustainable and hence leveraging use of Information and Communication Technology in planning, budgeting and reporting for effective service delivery in Local Government Authorities.
This web-base solution is a more structured and efficient approach to planning and budgeting at the local government level, ensuring that resources are allocated and in line with development priorities.
