Digital Transformation Labs


Empowering Campeche through Digital Innovation

Description

Digital Transformation Labs, DTLabs, project installs 13 laboratories in the 13 Public Higher Education Institutions IESP that exist in the State of Campeche and, aims, the use of technological knowledge students to empower them with training in new skills in emerging technologies such as: Artificial intelligence, internet of things, data science, digital platforms, blockchain, electronic payments, robotics, satellite image analysis, cloud, cybersecurity, virtual and augmented reality, and solar energy, taught by the world's major technology companies such as Google, CISCO, Huawei, Dahua, Autodesk and the International Telecommunications Union of the UN among others, with these laboratories we accelerate the digitalization process of the Secretariats and decentralized organizations of the State Government, to meet the demand for services from citizens and make the government more efficient.
The Digital Transformation process will increase revenue collection and improve the provision of health, education, mobility, sustainability, and transparency services, enhancing citizen participation. Emphasis is placed on the fact that the implementation of Smart Cities is a transformative project with great potential for social, economic, and environmental impact.

Replicability

The COVID-19 pandemic changed the use of technology in all areas, highlighting the importance of digitizing all activities. Digital transformation processes are creating new models of consumption and production that redefine the ways of measuring growth and economic development.
The Digital Transformation Lab model is highly replicable in any region with a high migration of qualified human resources, a process of chronic deindustrialization, and a low level of digitization in the government sector. Its success is based on a three-helix strategy:
To guarantee the use of all applications, the government must install a Public Digital Infrastructure that allows both rural and urban populations to connect to and access the cloud.
Through the Public Higher Education Institutions, the Academy provides sufficient human resources to be trained and certified to carry out the government digitization process and host the LabTDs in their facilities.
Large Technology Companies contribute training and certification in emerging technologies and equip the LabTDs with the most advanced technology in the field of Digital Transformation.
The projects carried out in the LabTDs generate groups of students who have sufficient support to become Creative Technology-Based Companies.
This model can be applied in other Mexican states, such as Chiapas, Oaxaca, or Tabasco, and Latin American countries with similar problems in digital inclusion and technological education.


Sustainability

Digital Transformation Laboratories are a sustainable model because their impact transcends the initial investment. Their sustainability is based on:
Continuous training and certification: Public higher education institutions, the Government, and Technology Companies provide ongoing training to students in emerging technologies.
Job creation: Training in emerging technologies allows graduates to form or join Creative Technology-Based Companies, boosting the local digital economy.
Efficient use of government infrastructure: The private cloud and installed connectivity allow the system to operate without additional infrastructure costs.
Collaboration with the private sector: Companies such as Google, Dahua, Cisco, Huawei and Autodesk continue to support the program with training, certifications and technological equipment.
Generation of savings: The platforms, applications, and systems created are realized with minimal investment and maximum utilization by improving the digital services to the population and creating a better collection system.
With these factors, LabTD guarantees its permanence and becomes a replicable model of self-sustaining digital development.


WSIS values promotion

Digital Transformation Laboratories contribute to well-being, social equality, and the fulfillment of human rights through projects focused on reducing poverty, marginalization, and social backwardness, prioritizing children, youth, women, the elderly, people with disabilities, indigenous peoples, members of the LGBTTTQI+ community, and other vulnerable groups. We promote inter-institutional coordination with the three levels of government to strengthen, prioritize, target, and complement goods, programs, and services for welfare, social development, social cohesion, and the fight against poverty. The “Digital Welfare Card” project integrates a single register of social program beneficiaries from all levels of government to focus public intervention, make resource use transparent, and avoid duplication of efforts. We promote universal and free access to quality health services in the State, respecting the uses and customs of the population, promoting gender equity, and safeguarding the human rights of citizens. We are strengthening health services with a priority focus on the prevention and promotion of healthy lifestyles, promoting the development and implementation of the “Cuido Mi Vida” project, which is a mobile application that has a direct line for people who are at risk of suicide and are attended by specialized personnel. We are consolidating the Comprehensive Education System, which is high-quality, accessible, and inclusive at all levels. We are promoting universal coverage and access to high-quality, inclusive education with a human rights focus, prioritizing attention to the population in situations of vulnerability, illiteracy, and educational backwardness. The “Intelligent Education” project uses artificial intelligence to serve students from indigenous peoples and those with high levels of social backwardness.
