Digital Hub for Rehabilitation and Habilitation Services (FRAP) is an advanced electronic platform designed to provide comprehensive support for the medical, vocational, psychological, and pedagogical rehabilitation, as well as the development of social skills for individuals with disabilities in the Republic of Azerbaijan. Leveraging newfangled technological innovations, the platform offers electronic, automated, and proactive services that ensure quick, efficient access for people with disabilities, empowering them with greater ease and convenience.

The system also features a comprehensive digital database, which can be replicated across different regions for efficient and less bureaucratic services. The system's collaborative framework with health and rehabilitation institutions ensures seamless coordination of services. The system's personalized approach includes personalized rehabilitation plans, automatic service scheduling, reducing delays, and administrative burdens. The platform's user-centric interface and open data ensure inclusivity and ease of use for all individuals. The program has received international recognition, including the Certificate of Merit from the International Social Security Association and alignment with the UN Convention on the Rights of Persons with Disabilities. Replicating the FRAP project would require strong institutional commitment, adequate IT infrastructure, skilled staff, user engagement, and adaptability to local needs.
1) The platform relies on advanced technologies such as automatic service routing, online scheduling and proactive assignment. 2) The seamless integration of medical, psychological, and pedagogical services through digital tools reduces bureaucratic delays, ensuring that the system is sustainable and adaptable over time.3) FRAP's use of a comprehensive digital database that includes detailed personal information and rehabilitation plans ensures that all services are coordinated efficiently.4) Mobile app and online tracking also provide individuals with the means to monitor their progress, enhancing transparency and user engagement, which is critical for long-term success.5) The Azerbaijani government’s backing, as shown by the issuance of Resolution No. 519 on “Preparation, approval and implementation of an Individual Rehabilitation Program”, issued by the Cabinet of Ministers of the Republic of Azerbaijan on December 30, 2020, and integration with national systems via Digital Bridge, provides a solid foundation for the program’s sustainability. Holistic and Personalized Approach: By offering a tailored approach to rehabilitation that includes physical, psychological, and social support, FRAP empowers individuals with disabilities to live independently and integrate into society. This focus on comprehensive care reduces the long-term dependence on institutional support, which contributes to both individual well-being and societal integration.The program’s focus on reducing barriers to services, such as simplifying access to rehabilitation equipment and sanatorium-resort treatment, ensures that individuals can actively participate in society.
The project actively promotes several core values from the WSIS, including: Freedom: The project empowers individuals with disabilities by providing them with advanced rehabilitation tools and resources that enable autonomous decision-making. Users gain the freedom to manage their care through an accessible digital platform offering features like: - Online scheduling for sessions with specialists. - Personalized rehabilitation programs for conditions such as post-stroke recovery, musculoskeletal injuries, and neurodevelopmental disorders. Equality: The centralized digital platform provides equal access to rehabilitation services, including remote consultations with experts from institutions such as the Republican Rehabilitation Center. Specialized tools like electromyography (EMG)-based prosthetics are offered for individuals with amputations. The project also ensures equal access to medical equipment like orthopedic supports and standing frames for individuals in need. Solidarity: The project fosters collaboration between various government entities, rehabilitation centers, and social service providers, including the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan, the State Medical-Social Expertise and Rehabilitation Agency and medical specialists such as neurologists, physiatrists, and occupational therapists. Tolerance: FRAP promotes tolerance by fostering an inclusive and respectful environment where individuals with disabilities are recognized as active members of society. The platform is designed to cater to diverse needs, including personalized rehabilitation plans that account for varying levels of impairment. Respect for Nature: The transition to a fully digital platform reduces the need for paper, minimizes administrative waste, and decreases the carbon footprint associated with manual document processing.
