Smart Integration of Police and Judicial Joint Operations


Description

Ministry of Interior and Ministry of Justice seek to support the digital government strategy 2025 and the national strategy for quality of life 2031, by using the latest technical solutions in the electronic digital integration project to exchange procedures and operations between the country’s judicial systems and the field of remote communication in criminal procedures to mitigate and limit the process of transferring inmates (detainees/convicts) from Punitive and correctional institutions and detention centers to judicial authorities.
 The electronic digital integration project for exchanging data and procedures provides
 Transferring case files digitally, receiving court rulings, and then dispensing with paperwork altogether
 Synchronizing case data on the digital project in an automated, instantaneous, and sustainable manner
 Remote communication system in criminal procedures (remote litigation)
 The police receive the Public Prosecution’s decisions as quickly as possible, ensuring their immediate implementation, such as cancelling travel ban orders and ceasing to search for parties.
This led to automated (113) digital services and activation of (110) remote litigation sites in courts, prosecutions, correctional and penal institutions.
The positive results led to the reduction of expenditures and the financial cost related to the transfer of Punitive and Reformatory Establishments Inmates, wanted persons and guards.

Replicability

- The project has been recognized as a best practice in digital transformation, with international delegations from Saudi Arabia and Kazakhstan visiting to learn about the project. The platform was also presented at Expo 2020 and GITEX Global Exhibition, reaching over 138,000 visitors.
- The project's achievements have been showcased at various international forums, including INTERPOL meetings, Arab Interior Ministers Council Meetings, the periodical meetings of the GCC Attorneys-General, and the 24th International Congress of Judicial Enforcement Officers Conference in 2021 hosted by Dubai Courts, with more than 500 international participants to exchange experiences and the Best Practices in the field of judicial digital services supporting human rights and inmate's wellbeing.
- The project obtained the Intellectual Works Rights certificate provided by the Ministry of Economy on the services: "Inmates visiting service" certificate number 1199- 2023. "Arrest and Habeas Corpus Orders" certificate number 705-2022. And "Clear Criminal Record" certificate number 578-2022.
- The capabilities and enablers of the Ministry of Interior's infrastructure have made it possible to create a digital platform that is integrates five electronic systems: (Criminal Information Systems, Judicial Electronic System, Criminal Court System-Citizenship and Residency System-identity system -INTERPOL System) is linked to the Federal Government Network FEDNET, Digital Governments and State-level Electronic Services Platforms to benefit from accumulated expertise by MOI and its partners through:
- The project has had a positive and direct impact on the happiness of citizens and the promotion of well-being in the community, as evidenced by the UAE's rise to 13th globally and 1st in the Arab region in the digital competitiveness indicator and 12th globally and 1st in the Arab region in the e-services indicator for 2022.


Sustainability

- Till the end of 2024, the project protects the green environment, protecting trees, providing fuel, which amounted to (39,400 USD), saving (236,675) hours in conducting the transfer of prisoners, saving (33.8%) in the number of vehicles used, and reducing carbon emissions (CO2) by fewer fossil fuels and reduce carbon emissions from paper transactions, which amounted to (840 tons), and achieved total financial savings in operating costs (22,825,000 USD).
- In the development and modernization of the platform to ensure business continuity. It has identified challenges and anticipated risks and exploited opportunities through development plans, current and future joint systems and programs of the remote telecommunication system, customer identity management, identification and review of opportunities for improvement, solutions to secure users' data, protect systems and networks from cyberattacks, and improve cybersecurity.
- Build and design the platform with scalability in mind to accommodate increasing user demand and evolving case management needs. Implement flexible infrastructure and architecture that can easily scale up or down based on usage patterns and resource requirements.
- Integrate the platform with existing legal systems, tools, and workflows to enhance interoperability and minimize disruption to established processes.
- Maintain compliance with relevant legal regulations, data protection laws, and industry standards governing the handling of sensitive legal information. Implement robust security measures to safeguard against data breaches, unauthorized access, and other security threats.
- Secure long-term funding and support for the project from stakeholders and demonstrating its value in improving access to justice, increasing efficiency, and reducing costs.
- Collaborate with legal institutions, technology providers, and other stakeholders to foster innovation, share best practices, and promote the adoption of digital solutions in the legal sector.


WSIS values promotion

The project plays a crucial role in promoting the WSIS values by fostering collaboration between police agencies, and judicial systems through the use of (ICTs). The project works as a bridge between government operations and ICT, promoting inclusive growth and development, improving services, and strengthening governance through technology. It creates a more transparent, accountable, and efficient system, aligning with WSIS principles of using ICT for the greater good. And here's how:  Integrating police and judicial operations streamlines processes, reduces paperwork, and ensures that data flows seamlessly between all entities. And this boosts the overall efficiency of public administration and enhances the delivery of justice.  The integration allows citizens to have quicker access to the judicial system. It reduces delays in processing cases, increases transparency, and makes it easier for the public to track the status of legal matters. These fosters trust in government institutions and supports social development through improved access to services.  Encourages active participation from multiple stakeholders, including local governments, Judicial entities, private tech firms, and civil society organizations. This multi-stakeholder approach is essential in promoting ICTs for development, as it ensures that the benefits of technology are widely shared and that the needs of all communities are considered.  Government and Judicial entities are trained on the effective use of ICT tools, ensuring that they have the necessary skills to operate in an increasingly digital world. This supports the development of human capital, an essential aspect of sustainable development.  The project demonstrates how ICTs can be leveraged to improve governance, public service delivery, and the rule of law, thus aligning with the WSIS goal of promoting the use of technology to advance development. It serves as a model for other regions or countries to adopt similar systems that improve societal well-being.
