"TAZALAU" BANKRUPTCY SERVICE

Description

On December 30, 2022, the Head of State signed the Law of the Republic of Kazakhstan "On Restoration of Solvency and Bankruptcy of citizens of the Republic of Kazakhstan" (hereinafter - the Law).
Bankruptcy of individuals is a legally established way to settle debt obligations to creditors for citizens who find it difficult to fulfill obligations to pay loans and microloans.
On March 3, 2023, the electronic acceptance of applications for out-of-court bankruptcy started. The result for the applicant, with good faith, is the complete cancellation of the debt in case it is impossible to repay it.
Applications for the application of out-of-court bankruptcy are considered by the state revenue authorities through the Service of interaction of participants in the procedures for restoring solvency, out-of-court or judicial bankruptcy "Tazalau".
For reference. The name of the service "Tazalau" is translated from Kazakh as "purification", "liberation".
The service of interaction of participants in the procedures for restoring solvency, out-of-court or judicial bankruptcy "Tazalau" is designed to automate:
- the processes of processing applications of citizens of the Republic of Kazakhstan for out-of-court bankruptcy;
- conducting their scoring through integration with government databases and credit bureaus;
- recognition of debtors as bankrupt.
The aim of the project is to automate business processes from filing an application to making a final decision regarding the debtor.
The Tazalau interaction service for participants in the procedures for restoring solvency, out-of-court or judicial bankruptcy is integrated with 30 information systems and databases of government agencies and organizations.

Replicability

The difference between the incomes of the rich and the poor is growing every year in the world. Some are getting richer, others are getting poorer. All this is accompanied by a decrease in the latter's level of education, including financial education. This circumstance prevents people from getting decent incomes and people are mired in debt, the so-called debt pits.
The TAZALAU service does not solve all the problems of the population (not a "panacea"), but through this electronic service debtors get a second chance at a normal and decent life.
In this regard, this project is fully or partially replicated in any country in the world.


Sustainability

The high degree of sustainability of the project is determined by the following factors:
1. Active government policy on digitalization of bankruptcy procedures for individuals;
2. Integration with more than 20 systems and databases (Ministries of Justice, second-tier banks, etc.).;
3. Effective teamwork of architects, analysts and developers with experience in creating and developing more than 4 digital platforms for the Ministry of Finance and Agriculture, the National Bank, one of which was recognized as the winner of the WSIS competition-2015.
It should be noted that the project "Tazalau" The service for interaction of participants in the procedures for restoring solvency, out-of-court or judicial bankruptcy" is implemented on a digital business platform Qoldau.kz
At the same time, the platform itself has no analogues in the world in terms of the totality and variety of implemented projects in the G&B and I&I formats.

This project was created to reduce the debt burden of citizens of the Republic of Kazakhstan, return productive economic activity, alleviate social tension and stimulate debt payments.
