Digital Advisory and Decision Support Platform in Integrated Plant Protection


Description

eDWIN Advisory Platform (edwin.gov.pl) is a set of tools and applications through which public e-advisory services are provided to farmers:
• Virtual farm,
• Tracing the origin of agricultural products,
• Threat reporting,
• Agrometeorological data.
The recipients of the above e-services are:
• users of plant protection products, in particular farmers, fruit growers, allotment gardeners,
• advisors who are employees of provincial agricultural advisory centers,
• food consumers and agro-processing enterprises,
• local government units, public institutions conducting activities in the field of plant protection,
• universities, research units, research institutes and research workers,
• agricultural companies and other public institutions.

Sustainability

As part of the task, mechanisms were developed to strengthen and consolidate the project results - an agreement was prepared between the Partners on the detailed division of tasks, rights and obligations. The eDWIN platform has been added as an important element of the national farmers platform rolnik(farmer).gov.pl project. Procedures have been introduced to update services, in particular the Virtual Farm application, with system and security corrections and comments submitted by users. The eDWIN platform was developed in an architecture that guarantees functional development, implementation of decision support models, scaling and performance improvement.
As part of the implementation, e-service support was launched in the form of a 1st, 2nd and 3rd level helpdesk. People were delegated and the scope of tasks and budget for maintaining support, infrastructure and services were established.

Financing for product maintenance was guaranteed by an agreement on the division of tasks, rights and obligations. The agreement provides for two financing options - from the Partners' own funds and a subsidy from the Ministry of Agriculture and Rural Development. As of today, financing has been secured by Partners and the Ministry of Agriculture and Rural Development for 2024 and more.


WSIS values promotion

The eDWIN project was implemented in accordance with the principles of equal opportunities and non-discrimination, including accessibility for disabled people, resulting from Art. 7 Regulation (EU) No. 1303/2013 of the European Parliament and of the Council of 17 December 2013 and the Act of 4 April 2019 on the digital accessibility of websites and mobile applications of public entities (consolidated text: Journal of Laws of 2023, item .1440). The project is implemented based on the eDWIN Consulting Platform, designed and built in accordance with the principles of universal design so that the user interface does not constitute limitations for anyone, regardless of gender, age or degree of disability. During the implementation of the Project, the guidelines of the international standard for web content accessibility, Web Content Accessibility Guidelines (WCAG 2.1), were applied. The project had a positive impact on the EU's horizontal policies, at every stage of its implementation (EU Charter of Fundamental Rights, UN Conventions). Non-discriminatory methods of access to services, participation in training, access to information and materials promoting the Project were used, as well as the principles of partnership cooperation (including the principles of remuneration for persons involved in the Project in equivalent positions and performing identical duties), ensuring equal treatment and the same opportunities for everyone, regardless of the degree and type of disability, race, including skin color, ethnic origin, trade union and party affiliation, membership in national minorities, religious and philosophical views, age, sexual orientation or gender.
