Municipal Agriculture Information System - Farmers Agriculture Resources Management System

Description

MAIS-FARMS is a web-based system that is conceptualized to provide real-time data on the supply and demand of various farm commodities, data of farmers and buyers, location of farms, and volume of production produced by each farm. It is where information on the demand for specific commodities is gathered simultaneously with the production data from farmers. MAIS-FARMS is a database decision-making tool with an up-to-date inventory of all agricultural items of farm products within an area. Its Admin server has two features, the Agri-Productions, and the e-Commerce interface.
The objectives of the system are to address the challenges in the market linkage of agriculture and fishery products, provide real-time data on farm production, create balance in the supply and demand of farm products, and support small local farmers through online product matching using the MAIS-FARMS online platform.
It started in 2010 and produced a significant impact on the consolidation of farm products in the community and provided an online platform where farmers can sell their farm products and where buyers can look for farm products to buy. The system is also a great help to the Government, wherein gathered and processed data from the system become beneficial for the identification of needs and planning and developing strategies and measures to address the needs and problems that are identified. This promotes efficient, effective, and good governance on the Government side.

Replicability

The system can be replicated by other Local Government Units and users. A Memorandum of Agreement must be signed between the entity that wishes to replicate the system and the Municipality of Mina. The Local Chief Executives of both parties will sign the memorandum of agreement. After the MOA is executed, the MAIS-FARMS technical team will undergo a series of technical capability training for the personnel of other LGU based on the MAIS-FARMS operations manual.
MAIS-FARMS is guided by an Operations Manual and Training Modules for LGUs who are interested in replicating the system.
After the training, the MAIS-FARMS technical team will start the installation and deployment of the system to the community of the availing LGU.
The Action for Economic Reforms (AER) has collaborated with the municipality of Mina since 2020 and signified their intention to replicate the same system to their partner LGUs in the Bicol Region and Eastern Samar, the Municipality of Irosin, Sorsogon, and City of Borongan, Eastern Samar. Also, the City of Bacolod, and the province of Negros Occidental have likewise signified their intention to replicate the use of the system.


Sustainability

The project was first implemented in 2011. This was replicated to 9 other municipalities in the 3rd district of the province of Iloilo in 2015 and was implemented in the 43 LGUs in the province of Iloilo in 2021.

The implementation of the system is regularly included in the annual investment program of every LGU to ensure its sustainability. Issues and concerns are regularly discussed every month in collaboration with the LEDIP Office of the Iloilo Provincial Government and the Monitoring and Evaluation are conducted on a semi-annual basis to ensure that the system is kept updated and sustained.

The eGovernance services model is the governance model that best describes the services delivered by the system. The system has two main objectives, to promote eCommerce using online platforms and to promote real-time administration of agriculture and fisheries data in the agri-fishery sector.

The system has greatly helped to increase the income of farmers and helped them access markets with better buying prices with the help of the LEDIP Office in the Iloilo Provincial Government.
The costs incurred are the following, Software Development Cost, Hardware Procurement Costs, Network Configuration, and Installation Costs, and Training Costs. The source of funds for the development of the system is the General Fund.

The system was replicated in all LGUs in the Province of Iloilo through Provincial Ordinance No. 2020-233. LGUs who failed to properly implement the system have corresponding penalties and sanctions.

Governor Arthur Defensor Jr., and Congressman Lorenz Defensor are one of the many who advocate the use of the system. In fact, there are several Bills submitted in Congress for the implementation of the Agriculture Information System in all Municipalities, Cities, and Provinces in the country. All LGUs in the Province of Iloilo, including the Iloilo Provincial Government, have streamlined MAIS-FARMS in their annual budget.


WSIS values promotion

The project promotes values of freedom, equality, and shared responsibility among the agriculture and fisheries sectors. It is the responsibility of the Government to address the needs of small and poor farmers to sell their products directly to end users. The system provides access to markets using the internet, creates balance in the supply chain of commodities, and balances prices and demand by producing the right number of products at a given time by using the collected data of the system. Promote equality among and between rich and poor farmers and fisherfolks. In reality, poor and small farmers are always left behind and remain poor while rich farmers are becoming richer. The system also helps small and poor farmers establish direct linkage to end users. The system also promotes freedom for both farmers and fisherfolks and end users in selling and buying fresh farm products that do not pass through middlemen.
