Electronic Hearing Information System


Ensuring that Lawyers, Parties, Mediators, Reconciliators, Experts and Witnesses can take part in hearings from anywhere they want

Description

E-Hearing project is developed to ensure the remote-participation in hearings of civil courts by parties, lawyers, experts and other participants through the method of video-conferencing in cases where physical participation is challenging. The project, which is built on an open-source coded structure, is designed to adapt to volatile internet connection speeds. The system, which is supported with cutting-edge technological solutions such as video streaming in 720p HD resolution and VP9 SVC video codec, is built on a container architecture and is horizontally scalable, which means that when needed the capacity of the system can be easily increased. The project expedited the court processes by ensuring participatin in the court hearings in an electronic environment, saved expenses of transportation and accommodation, decreased traffic density in metropolitan cities making a contribution to the ecosystem of the city and ensuring that the court processes are not hampered during the pandemic. The project, which started with 5 pilot courts, is now used actively in 2,881 courts and more than 1 million hearings have been carried out in the electronic environment and it saved approximately $7.3 billion USD to the benefit of the public. The e-Hearing Project was awarded with the IT Service Award in the 40th National IT Congress which was held by the IT Association of Türkiye.

Yes, this project is replicable. E-Hearing project is built on an open-source coded structure, which means that the project can be replicated in different places under similar circumstances. Other countries or institutions can consider and implement this project in order to solve the same problems or improve similar legal processes. In addition, this project can be implement similarly in countries which have similar judicial systems since this project is realised successfully in the courts in Türkiye. This can be a model for societies which want to make use of the benefits of the e-Hearing project and solve similar problems in the area of law.


Sustainability

The following are the sustainability elements of the project:
Open-Source Coded Structure: e-Hearing project is built on an open-source coded structure, which enables the project to be improved and updated continously. Members of the society and developers can make contribution to further improve the project or adapt it to the specific needs.
Horizontal Scaling: The project, which is designed with container architecture, provides horizontal scaling.This ensures that the project can expand regardless of the number and cater for all the country's online civil litigation hearings.
Independence of Physical Server: The project has the flexibility to provide environment independent services on different physical servers or regions.
Compatibility with Mobile Applications and Personal Computer: The project supports spatial independence through mobile applications and personal computers. This facilitates participation in hearings from anywhere with an internet connection.
Cost-effective Video Codec: VP9 SVC video codec used in the project is resistant to volatile internet connection speeds and can get connected to the system even with low capacity internet connections.
These sustainability elements will help the e-Hearing project to protect its long-term effects in a sustainable manner.


WSIS values promotion

This project actively promotes WSIS values and provides the society with a variety of advantages. First, e-Hearing project increases access to justice system with the use of information and communication technologies, which makes up one of the WSIS values: "Promoting universal access and use of information and communication technologies." The open-source coded structure used in the project represents open access to information and promotes the value of "Access to information and science" of WSIS. Moreover, the horizontal scaling feature of the project facilitates cooperation between governments and other stakeholders and contributes to the value of "International and regional cooperation" of WSIS. e-Hearing project reduces physical mobility by ensuring participation in court hearings through the electronic environment, which promotes environmental sustainability and energy saving. This represents "E-environment" value of WSIS. In conclusion, the project supports WSIS values such as ensuring access for the society with use of information technologies, cooperation, and environmental sustainability and contributes to a fairer society and to a society which can access to information and which is in a sustainable environment.
