Integrated Legal Information Management System


Description

Integrated Legal Information Management System (i-AGC) is an electronic legal records management system, an initiative by Attorney General’s Chambers to improve operational efficiency and user productivity in handling government’s legal processes by intergrading with National Registration Department (JPN) and Public Service Department Malaysia (JPA). i-AGC aim to promote non-stacking functionality, eliminate redundant work and digitalized legal processes from creating legal cases’ file until the cases are settled. Besides that, i-AGC also include managerial functionality such as applying for training, oversea holiday and work from home.

i-AGC is a web based system which can be accessed by Federal Government and Local Authorities’ lawyers from anywhere, anytime and on any devices including smartphone and tablets securely. i-AGC is located at AGC’s green data centre and provides a free access to Federal Government and Local Authorities’ lawyers.

i-AGC is currently the only centralised law records management system in Malaysia that is implemented on 2017 and until today it has a total of 8,146 registered users, 251,216 documents uploaded and 4.7 million transactions.

i-AGC manages to create substantial values for the Government and its users as it increase Government’s productivity, provide an accountability legal record management environment and in line with Malaysia Public Sector Digitization Strategic Plan (PSPSA) 2021-2025; to drive the Sustainable Digital Government agenda towards shaping a digital society. The system also serve as decision-making tools in giving law opinions as previous case opinions are captured in a central repository which are easily retrieved.

Replicability

i-AGC is using a centralized registry for legal records management that eliminate duplication of records, reduce storage space for physical file and comsume less paper.

Since i-AGC also cater for AGC's cadre that is based at other agency; therefore, agency that wishes to implement i-AGC do not needs to install any software or configure their desktop. This is because the system can be login using user's official AGC email and password.

Hence, there will not be any problem for other agency to replicate.


Sustainability

To increase the sustainability of the project, great efforts are taken to continuing enhance the system to stay relevant to the current legal trend. Currently, the system is using MySQL enterprise edition for database and Microsoft SharePoint for document sharing environment that is supported by reliable vendors.

For the security measure of the system, Security Posture Assessment (SPA) is being carried out yearly by reliable vendors in line with Malaysia Government ICT Security Protocols.

i-AGC usage is monitored by presenting the findings in top management's meeting twice a year. AGC division that has low usage will be advise by the top management to utilize the system. With the keen efforts from top management, this helps to sustain the viable of the system.

Other than that, files uploaded into i-AGC consist of classified and non-classified documents; therefore, it is crucial to sustain this project.


WSIS values promotion

The community of users for i-AGC consist of Federal Government and Local Authorities's lawyers who uses the system for their daily work routine. Champions are appointed from every division in AGC and states where they are equipped with training on how to use the system and assisting the users when they have any queries. For those who can not attend the trainig, video recording of the training is provided for them to learn at their own space. Besides that, Champions also act as an enabler to aid in change management processes at their work location. Therefore, i-AGC Champions need to be appointed for the system to run smoothly in the user community. To date, there are at lease one (1) Champion in every AGC's division and states.
