Cloud-based Application of digital products for rural areas in China


Description

Based on policy interpretation and market analysis, China Mobile has built a product capability system based on the One Village platform, which is a self-developed industry capability platform developed by China Mobile, and has made positive progress in building digital villages in nearly 30,000 administrative villages across the country. It focuses on the following five objectives:
(1)Rural digital governance: explore and promote the new model of digital rural governance, and expand the digital application scenario of rural governance. We will improve the rural party building system, improve the level of village affairs management, and constantly improve the rural digital governance system.
(2)Building a green and smart village: constantly improve the rural environmental monitoring system and improve the monitoring capacity of water environment and water ecology in rural areas. Strengthen the information management of rural domestic waste collection, transportation and disposal, and improve the level of sewage and waste treatment in villages and towns.
(3)Smart rural emergency management: relying on the monitoring system, strengthen the comprehensive monitoring and early warning of natural disasters, and monitor and early warning of rural geological disasters, fires and other disasters and production and living safety.
(4)Expand digital services for the benefit of the people: continue to deepen information services for the benefit of the people, improve the level of information services for special rural groups, and strengthen information management for the elderly left behind in rural areas.
(5)Build a new format of rural economy: explore a new model for the development of e-commerce of agricultural products. Deeply promote the project of "Internet plus" model to help agricultural products going out of villages and into cities. Based on the self owned Chongqing Yinong e-commerce platform of China Mobile, promote the export of agricultural products from the village, and increase the income of village names

Replicability

According to the plan for the development of digital villages between 2022 and 2025, which is jointly issued by nine government departments, a large number of distinctive brands of rural e-commerce agricultural products will be cultivated; Internet culture will flourish in rural areas; and rural digital governance system will be continuously improved.
Based on statistics, the number of rural internet users in China has reached 284 million. Because of the vigorous development of rural e-commerce, new platforms such as slivestreaming e-commerce platforms and short video platforms have been built in rural areas to facilitate the circulation of agricultural products, and farmers have broader channels for increasing their income In addition, more work opportunities can be created for locals.
Furthermore, the application of information technologies make rural governance in China is marching toward digitalization and precision. By deploying digital village platforms, accurate distribution of services and information to can be realized, In addition, through the digital platforms, high-quality resources in such fields as education, health care and agricultural technology to villages can be spread, which has the potential to effectively improving the efficiency of grassroots governance.
These all facts indicate that digital government, digital public-interest services, and digital village construction will significantly promote more inclusive and equal public services, and allow the public to derive greater and fairer benefits from the digital economy, and continuously enhance people’s sense of fulfillment, happiness, and security.  The informatization of rural revitalization has a huge potential for development, and successful models have huge ability to be replicated across the whole country.


Sustainability

China Mobile Chengdu Institute of Research and Development will not only gather pace in the deployment of facilities concerning 5G, artificial intelligence (AI) and the Internet of Things in rural areas to achieve in-depth integration of digital technology and agriculture, but strive to improve the digital literacy of rural residents. An increasing number of digital Village, Village governance and Rural revitalizationl projects have boosted China‘s digital economy. At present, the OneVillage-based solutions have been promoted and applied in 26 provinces nationwide, covering nearly 30000 administrative villages and 2 million residents.
With the development strategy of Rural Revitalization in China, One Village platform-based solutions, which will make great effects on all aspects of rural residents' production and life, can be applied to a variety of scenarios according to actual scene demand. One Village platform-based solutions can provide long-term guarantee for agricultural production and residents' life, and has good sustainability.


WSIS values promotion

This project has significantly accelerated the development of digital villages, further improved new infrastructure in rural areas, explored the potential of new business forms and models and promoted the construction of rural digital governance system.Besides, this project has also guaranteed the happy life of rural residents and promoted the harmonious development of society through technology integration. Therefore, this project is in line with WSIS Action Goal 3: Ensure healthy lives and promote well-being for all, and Goal 16: Promote a just, peaceful and inclusive society.
