The Digital Ecosystem of Moscow


Description

The Digital Ecosystem of Moscow consists of more than 10 thematic online resources and over 380 public services available in digital form. They help citizens and guests of Moscow solve almost any everyday issue online: from paying utility bills to participating in voting on the city development issues.
The core of the Ecosystem is the Moscow Mayor Official Website mos.ru. Here users can manage their account, access digital services, get city news and redirect to other resources.
The digital ecosystem transformed Moscow into a “city-service” focused on citizens. The City-as-a-Service concept forms the base for the development of the Digital Ecosystem of Moscow.
As one of the smart cities Moscow has a mission to develop a new standard for the quality of city environment while developing the Digital Ecosystem, make it easy for citizens to solve issues. Several years ago applying for city services required hours spent on preparing documents, calling specialists, and queuing. Now almost any question can be resolved online.

The city Services of Moscow turned 10 years old in 2021. More than 14.4 million people use the opportunities provided by the City Digital Ecosystem. The mos.ru Services have been used 2.2 billion times since the launch.

Replicability

Many opportunities provided by the Digital Ecosystem of Moscow are available not only to citizens of Moscow but also to citizens of other cities and countries. For example, these are paying for parking, traffic fines, issuing the Unified Reader’s ticket and accessing the services of the “Libraries of Moscow”, replenishing the “Troika” transport card, booking appointments at “My Documents” Public Services Center, video consultations with the specialists of the city administration.

Accessibility of the digital services of Moscow for citizens of other regions was very important during the coronavirus pandemic. For example, all those who needed could issue digital passes for travelling in Moscow in spring of 2020 – applicants had to create an account on mos.ru, enter basic personal in-formation and verify their passport. Moreover, users can get their QR-code on mos.ru verifying vaccination, past infection during the last year or valid negative PCR test result. This option is available to foreign citizens, too. The only requirement is that information about vaccination, past infection or PCR test must be in the healthcare information systems.


Sustainability

The Project allows citizens of Moscow to use the whole variety of the city services, including the ones related to social sphere. Users can make medical appointments and view their medical rec-ords, control the academic performance and school attendance of their children, apply for bene-fits, subsidies, and much more in digital format.

Also, the Digital Ecosystem of Moscow positively impacts the economic situation in the city. More than 200 services on mos.ru are available to legal entities. These include, the services relat-ed to construction and the municipal property. Possibility to solve issues online makes the inter-action between business and the city more convenient and transparent, which stimulated the de-velopment of entrepreneurship and city economy.
During the coronavirus pandemic mos.ru and other online resources of Moscow have become the main source of services and official information about the situation with COVID-19. Thanks to the variety of digital opportunities, Moscow citizens were able to solve almost all everyday issues online without leaving their homes and risk of getting infected and infecting others.


WSIS values promotion

Moscow uses technologies to make the city more open and accessible for citizens and help them benefit from all opportunities provided. The Digital Ecosystem of Moscow is a vivid example of how technologies benefit all aspects of citizens’ everyday life ranging from utilities and transport to healthcare and education.
