The Federal authority for Identity, Citizenship, Customs and Ports(ICP) has taken a great leap forward in deploying ICP UAE Mobile Smart Application services and to provide direct and easy communication channels around the clock to satisfy customers’ needs from both the government and private sectorsThe ICP has developed the smart application (ICP UAE Smart) since 2019 and has worked on updating and improving it several times, the last update was in 2021 by designing and interactive Platform that allows easy browsing of the application based on the feedback received from the Mystery choppers Report and the results of the UXLAB issued by Telecommunications And Digital Government Regulatory AuthorityThe ICP UAE Smart provides the appropriate environment for the user to submit requests by activating the “digital identity” UAE PASS and by using the customer’s account without the need to visit customer service centers to complete the submission of Applications by downloading The ICP UAE Smart Mobile from the Apple App Store, Huawei App Gallery and on Google Play. It offers a variety of Government-to-Citizen and Government-to-Business services

It is easy to implement the project in agencies similar to the ICP work sector, as the authority has followed clear stages for the implementation of the project.The infrastructure for each of the services and data related to identity, Citizenship and residency has been designed. The structure of applications and information security for each service has also been developed, with a focus on improving work procedures and providing a technical environment capable of expansion and development in the future, so that one of the most important objectives of developing this institutional infrastructure for the smart application is to achieve alignment With the requirements of the works that are carried out on the platform of the smart application of identity and nationality, as for the information security architecture, it focused on potential security threats, conducting a gap analysis between the current structure and the future structure, and developing a risk plan.From this point of view, we encourage the Replicability of the experience to address other problems and the use of this technological activity so that the volume of demand for electronic, smart and digital services will increase in the future.Future results in repeating the experiment:1. Reducing cost and achieving interoperability realistic and achievable goals at the national and international level2. Cost reduction is based on rationalizing investment and government expenditures in information technology by preventing duplication of investments, as well as reducing operating and maintenance expenses by sharing resources between government agencies and removing complexity in government systems, procedures, information and infrastructure.
In the United Arab Emirates, The Federal authority for Identity, Citizenship, Customs and Ports (ICP) is one of the Sovereign Federal Government aiming to enhance the capacities of digital government excellence knowledge and applications through the latest electronic and smart Applications technology platforms. The project’s goals align with SDGs 4, 5, 8, 9, 11 and 16 as it addresses education, gender equality, economic growth and sustainable industrialization, innovation, peace, justice and strong institutions etc. By focusing on lifelong learning opportunities for all, sustainable industrialization and revitalization of the global partnership for sustainable developmentThe smart channel of this initiative utilizes mobility, interactivity and connectivity capabilities and smart mobile features to offer the convenience of Digital services on a 24/7 basis from anywhere in the world.
ICP Mobile has provided a fundamental re-engineering of registration services, targeting the lowest possible number of steps for a given procedure, which was reflected favorably and remarkably on a number of factors. Service provision time was cut down from 45 minutes to 2 minutes, curtailing direct and indirect material cost incurred by the customer and the operational cost sustained by ICA through reducing the number of staff required to provide the services. The application helped provide new channels for communication with customers. The project’s goals align with WSIS values has proven to be an efficient mechanism for multi-stakeholder implementation of WSIS Action Lines and cross-cutting commitments on gender equality, information exchange, knowledge creation, the sharing of best practices and continues to provide assistance in developing multi-stakeholder and public/private partnerships to achieve the sustainable development goals.
