Cloud Computing Infrastructure to empowering Public Sector Digital Transformation

Description

In general, Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) is the Malaysian government central agency that leads the transformation of Public Service Administration and Management, and entrusted in catalysing and being the change agent for government digitalization effort. Leveraging on available ICT technology, MAMPU envisages transforming the public service delivery through digitalization for the citizens’ well-being and a decent standard of living towards digital society by the year 2030. Hence, MAMPU has started developing the Public Sector Data Centre, a government-shared services initiative to consolidate all government agencies data center aligned with the direction of e-Government Steering Committee Meeting chaired by Secretary-General Government in 2000.

Under the 10th Malaysia Plan, the Government has mandated MAMPU to consolidate and centralised all government agencies data centers called MyGovCloud. Throughout a decade of its establishment, as the largest private cloud service provider for Government agencies, MyGovCloud managed to establish four (4) data center facilities nationwide. With the rapid advancement in cloud technologies, MyGovCloud has evolved from a traditional data center to cloud computing in 2018 by adopting the latest cloud technology.

Its main objective are as follows:
• Standardize ICT infrastructure, optimize resource utilization, create better business agility and flexibility, improve service delivery quality and security as well as reduce government operational expenditures. MyGovCloud is currently hosting more than 1153 public sector critical application systems from 208 agencies nationwide.
• Ensure government services adaptability towards Industrial Revolution 4.0, in line with the Malaysian Digital Economy Blueprint (MyDIGITAL).

Replicability

MyGovCloud offers efficient, scalable and resilient cloud resources, plus it is designed to meet different levels of security and governance requirements, including dedicated access by the government agencies to provide high availability assurance to the public. On that note, it is end-to-end functionality that later yields a better quality service. Deployment of the latest emerging technology with a secured infrastructure is a key point for MyGovCloud.

MyGovCloud infrastructure is equipped with state-of-the-art ICT network equipment, security, hardware and software with 99.5% Service Level Guarantee (SLG) and compliance with MS ISO/IEC 27001: 2013 standards. Besides that, MyGovCloud is monitored 24*7 with a 99.5% service level guarantee (SLG) and any potential issues are addressed promptly to ensure continuity of the services.

MyGovCloud initiatives drive digital transformation in the public sector by leveraging digital technology to improve workflow efficiency and productivity by optimizing government resources and automation of tasks through the establishment of digital workflows. This also improved accessibility to data and information through centralization of data storage in cloud platform infrastructure.

In addition, MyGovCloud also provides secured sockets layer virtual private network (SSL VPN) remote access tools by maximizing the usage of mobile digital tools available across the public sector to ensure the continuity of government service delivery. This leads to improved performance, regardless of location. This initiative will enable the implementation of new management and work culture approaches to the adaption of the new norm during the pandemic.

• Provides secured sockets layer virtual private network (SSL VPN) remote access tools by maximizing the usage of mobile digital tools available across the public sector to ensure the continuity of government service delivery. This leads to improved performance, regardless of location. This initiative will enable the implementation of new management and work culture approaches to the adaption of the new norm during the pandemic.

The implementation of Government Hybrid Cloud will allow public sector agencies to take advantage of emerging technologies. This service is part of the government's move to help Malaysia achieve the Vision of Shared Prosperity 2030, in line with the United Nations Sustainable Development Goals (SDGs), namely Industry, Innovation and Infrastructure.

The government is expected to benefit from bulk discount savings from the CSP due to the installation of the Government Hybrid Cloud service, based on the number of public sector agency subscriptions. In addition, public sector agencies can also enjoy various other benefits such as training, certification courses and technology transfer to strengthen human resource skills and internal expertise.


WSIS values promotion

MyGovCloud is promoting WSIS values by replacing legacy, on-premises technology with flexible, scalable, and cost-effective ICT expenses through cloud technology. In essence, MAMPU played a significant role in providing a secured and trusted government private cloud to support the online delivery system for Government services. MyGovCloud is an integrated, reliable, secured, and centrally managed cloud computing service for the public sector in Malaysia to support the government digital transformation and consolidating Information and Communication Technology (ICT) in the public sector which is one of the key initiatives for MyDigital. As an enabler to government digital transformation, MyGovCloud creates; • Flexibility and instant responsiveness to undertake major strategic initiatives. • Simplifies and accelerates the ability to extend services to newly acquired or reconstituted organizations as speed time-to-value is crucial and the essence to the front-liner agencies. In 2020 and 2021, the Public Service Department of Malaysia expects between 30% to 70% of its public sector personnel in government departments and agencies to have the capability to work remotely. Hence, MyGovCloud has introduced proactively the use of secured socket virtual private network (SSLVPN) to allow remote secured access as an option to the public sector personnel accessing the government critical applications running on MyGovCloud during pandemic. Becoming more agile and minimize the risk of operational disruptions during major disaster scenarios under the recent Movement Control Order (MCO) initiated in March 2020 due to the COVID-19 pandemic. MyGovCloud also offers cloud services for critical agencies such as the Ministry of Health, Ministry of Finance and Ministry of Education to place their application software for covid 19 patient tracing facilities and financial assistance to citizens who are affected by Covid 19 such as eCovid System, Bantuan Khas Covid 19, Bakul Prihatin Negara, etc.
