As a small country with one of the world’s highest urban densities, Singapore is susceptible to pandemics and the toll they exact on human lives, healthcare infrastructure and resources. To manage the COVID-19 situation in Singapore, GovTech and the Ministry of Health jointly developed the TraceTogether programme, a COVID-19 Contact Tracing solution to quickly and accurately identify close contacts of confirmed COVID-19 cases in Singapore.The TraceTogether programme comprise several connecting systems which allows easier contact identification, assists in contact listing and expedites contacts follow ups. It helps digitalise workflows, improve operations and contributes to setting the stage for a safe reopening after the circuit breaker.This solution also helps bring about sustainability in administrating the pandemic for both businesses and the government and bring the larger community a step closer to normalcy in our daily lives.

Further, the populace would have been familiar with how the solution works; and companies who adopt/implement the solution will add to the efficiency of the system, while simultaneously also increasing/improving their own business efficiency.Since its launch, over 60 countries have indicated an interest in its technology, with Australia, Canada, and Poland adapting OpenTrace, the open-source version of TraceTogether. The Singapore Government has also donated OpenTrace to the Linux Foundation Public Health’s Herald Project, in strong support of an open-source community around a non-GAEN contact tracing standard.

The TraceTogether programme was developed to give the residents of Singapore access to a contact tracing solution that will give them peace of mind during the pandemic. The TraceTogether Token and app leverages Bluetooth for contact tracing through the logging of encounters between users. It keeps a log of individuals that one has been in close contact with to be recorded only on the individuals’ devices, while maintaining the anonymity and privacy of users. The communication between Bluetooth-enabled devices helps to estimate the duration and proximity of interaction between individuals. The data exchanged is anonymised, encrypted, and stored only on users’ devices, and shared with the Ministry of Health for quarantine and healthcare follow-ups if an individual tests positive for COVID-19. To further protect data privacy, locally stored information is automatically deleted after 25 days, and the app will cease after the pandemic. The implementation and adoption of the TraceTogether programme has helped to reduce the time taken to issue quarantine orders by more than 50% - from 4 days to less than 1.5 days. Since its launch, over 60 countries have indicated an interest in its technology, with Australia, Canada, and Poland adapting OpenTrace, the open-source version of TraceTogether. The Singapore Government has also donated OpenTrace to the Linux Foundation Public Health’s Herald Project, in strong support of an open-source community around a non-GAEN contact tracing standard. Currently, over 99% of Singaporeans are currently using TraceTogether as a community effort to reduce the spread of COVID-19.
