As part of its national strategic plan Digital Tunisia, Tunisia developed an electronic management of correspondence system (GEC ELISSA) to dematerialize all inter and intra-departmental exchanges. The GEC ELISSA system facilitates automation and easy management of administrative correspondences, tracks all the incoming and outgoing administrative correspondence and makes them available to all recipient according to their roles and access.GEC ELISSA helps Tunisian administrations save time and effort spent on managing numerous correspondence from multiple parties, while enhancing their quality of service and improving overall productivity. Main benefits of GEC ELISSA include:- Ensuring accurate, fast and trustworthy communication between entities.- Enhancing employee performance and reducing time spent on preparing, processing and responding to correspondences.- Reducing costs of storage and efficiently managing correspondences. GEC ELISSA is accessible through a National Integrated Network of Administration (Réseau National Intégré des Administrations, RNIA, a secured private network.GEC ELISSA is deployed across 24 ministries, the parliament and the presidency of the republic.

The ELISSA project was initially deployed by the Ministry of Communication Technologies, then extended to 6 ministries as a pilot project, and finally deployed by 24 ministries, the parliament, and the presidency of the republic.The Elissa project is projected to be deployed, by the end 2021, in all Tunisian administrations (regional administrations, and municipalities.
The GEC Elissa project has enabled the digitization of the administration and the transition towards e-administration. Indeed, with the GEC ELISSA better results on investment can be achieved:- the dematerialization of correspondences, - the optimization of content production, - the automation of documents processing, and - the reduction of paper usage. An impact study was conducted by the ministry to assess the sustainability of the GEC project. Accordingly, the annual number of paper-based correspondences is estimated at 25 million over 10 years, this results into about 35.200 tonnes of carbon emissions. The use of digital correspondences, enabled by GEC ELISSA system, will ensure the reduction of more than 99% in emissions and ensure a fast ROI of about 8 Million TND per year. The study results confirm that the project is economically viable and environmentally resilient.
GEC ELISSA is a flagship project that aims to ensure accurate, fast and trustworthy communication between Tunisian administrations and to enhance employee performance and reduce time spent on preparing, processing and responding to correspondences. GEC ELISSA can provide employees with a web interfaces for monitoring the status of their requests. With these results, we can set up an e-government that makes life easier for enterprises as well as citizens.
