The ESR Portal designed, developed, and delivered a first-of-its-kind, fully digital and web-based solution to enable companies licensed in the UAE to meet their obligations under the Economic Substance Regulations. Licensees can submit information related to the activities they undertake in the UAE, respond to requests for information from Regulatory Authorities, and pay penalties for violations. The government-facing interface allows 36 Regulatory Authorities, plus the Ministry of Finance and Federal Tax Authority, to review cases, share information, issue penalties, export information to the OECD, and flag high-risk licensees for audit using a fully automated risk assessment engine. Within 30 days of go-live, the system was already adopted and being used by more than 35,000 licensees and 300 government employees and auditors.

The ESR Portal could be quickly replicated in other countries seeking to achieve similar objectives around financial reporting and tax compliance.
The ESR Portal allows businesses to meet all their compliance obligations and submit supporting documentation in an electronic, paperless manner. Furthermore, the system is entirely digital and web-based, allowing more than 300 active users from 38 UAE government entities to review and manage cases from their separate offices or from home. In fact, the entire project was designed, developed, and delivered with zero international travel, due to the ongoing COVID-19 pandemic – representing a new model of sustainable, digital collaboration.
This project promotes the usage of technology as an enabler to: - provide government services in a real time manner with an optimized user experience - comply with international regulations and reporting obligations - build trust between different parties: local government (Ministry of Finance, Tax Authority, Regulatory Authorities), the private sector and international bodies (OECD and EU)
