Screening and follow-up of potential patients through digital platforms


Description

An automatic screening tool for people who suspect they might be infected with coronavirus is available for the residents and visitors of Mexico City through several channels: via SMS (free of charge), Facebook Messenger, doing an online test or calling the non-emergency number (Locatel). The aim is to monitor potential patients and provide follow-up to the cases of people whose symptoms worsen, in order to give them better attention and work to contain the spread of the pandemic in Mexico City.
The automatic question flow provides a general diagnosis that classifies each case as low, moderate or high risk. All suspects, regardless of the level of risk, receive a medical kit and provisions in their homes. Their cases are also given follow-up days later to monitor the evolution of their symptoms.
High risk cases are directly contacted by the doctors from LOCATEL and given personalized attention.
The service is also available in English, as to cover foreign visitors to the city that have symptoms and require immediate attention.

Replicability

The ICT tools developed for this project can be (and have been) used for other health-related purposes. Such is the case of the initiative Salud en tu vida (“Health in Your Life”) which is also available for Mexico City inhabitants and provides a screening tool via SMS or web for people that suspect might suffer comorbidities such as diabetes or high blood pressure. Depending on the level of risk shown by the screening tool, people are contacted by medical doctors.


Sustainability

The project was developed with economic and human resources allocated to the Digital Agency for Public Innovation. Its development did not represent an additional investment but is among the results provided by the Agency during 2020 for the benefit of all citizens and visitors to Mexico City.


WSIS values promotion

The project enhances the value of equality by providing timely medical attention to all individuals regardless of their socioeconomic or cultural profile, as long as they have access to an internet connection (which is also available for free in the city through more than 13,700 connection hotspots). It also promotes shared responsibility by engaging several different government bodies (the Digital Agency, the Health Ministry, the emergency services) in the solutions provided to citizens to make sure they all have access to health services.
