Now IoT, Industrial Internet (IIoT), Tactile Internet, Information Quantum Technologies, Smart Cities and Communities (SC&C), 5G/IMT-2020 and subsequent generations of communication networks, including 2030 networks (NET-2030), are the basis for sustainable development, both the infocommunication networks of the future and the entire world economy, which is entering a new era of its development - the digital economy era. Before the introduction of the above technologies and solutions both at the national and international levels, it is necessary to carry out their technical research, test for compliance and interoperability (C&I), work on the development of international standards and recommendations, as well as carry out pilot tests and preliminary operation in conditions close to the real economic relations.The primary purpose of the IRDTC is to conduct research and testing of new equipment, technologies, and services, standardize work, and build and enhance capacity in the region by developing relevant regulatory, policy and technical documents, workshops, and training programs.The implementation of this project allows to:- develop the legal and regulatory framework for the introduction and testing of IoT technologies, including Industrial Internet, Smart Cities, and Communities, 5G/IMT-2020, 5.5G, 6G/NET-2030 communication networks, etc. in various areas of human activity;- standardize and certify solutions from different vendors against international standards and recommendations.The expected significant outcome of this project is also the development of international standards for testing IoT devices, systems, and networks, including the Industrial Internet, Smart Cities and Communities, 5G/IMT-2020, 6G/NET-2030 and associated technologies implemented at the experimental facility of the center under development, as well as the inclusion of the deployed IRDTC in the Labs recognition procedure and the establishment of the ITU Center of Excellence on its basis.

This project was originally conceived as a regional project aimed at interested partners of the region's countries. The principles are cooperation with ITU, the globally recognized leading organization in ICT, which has a wide network of its regional offices - ITU Regional and Area offices; scientific and educational organizations and business communities: equipment manufacturers, operators, and communication providers, which have wide international connections with their colleagues from other countries in our region and beyond it; all this allows to talk about the easy repeatability of the project and its scalability in other countries and regions.
The IRDTC project is fully consistent with the concept of sustainable development, as it aims to achieve the following SDGs: - sufficient work and economic growth; - building strong infrastructure, promoting inclusive and sustainable industrialization, and fostering innovation;- ensuring the openness, safety, resilience, and sustainability of cities and human settlements;- strengthen the means to achieve sustainable development and revitalize the global partnership for sustainable development. Sustainability is achieved, among other things, by combining the efforts of market leaders, a scientific and educational organization in the project, which will create new jobs, train specialists/young scientists in promising new technologies, and promote research into new and emerging technologies. The implementation of these tasks will improve the region's economic situation and increase both the technological level of the organizations that develop solutions and the general level of well-being of the population in the region.
The project's implementation contributes to the improvement of information and communication infrastructure, the development of international and regional cooperation, and the creation of an effective enabling environment. The project addresses the WSIS objectives by: - promoting digital inclusion and socio-economic empowerment, especially for young people, by creating new jobs and training highly qualified personnel to explore new and emerging technologies such as IoT, Industrial Internet, Tactile Internet, Information Quantum Technologies, 5G/IMT-2020, 5. 5G, 6G/NET-2030 and subsequent generations, cloud/fog and edge computing, machine learning, business process automation, robotics for industrial automation within Industrial Revolution concepts, AI; - development of recommendations in the use of modern technologies and promising concepts for the functioning of the telecommunications market; - developing recommendations for the establishment and operation of regional research laboratories for sustainability testing; - promoting the required level of trust and security in the large-scale transformation of telecommunications networks in the context of the introduction of the concept of the Internet of Things, including the industrial Internet of Things, and Smart Cities and Communities; - creating telecommunication/ICT products and services to bridge the digital divide in standardization, connecting rural and remote areas in the region; - creating conditions for the functioning of the ITU Center of Excellence.
