The Blue Sky Guard System


Description

The project aims at building an automatic straw-burning monitoring system to reduce air pollution. From this perspective, this project is closely related to WSIS Action Line E-environment, it will foster cooperation between the ICT communities, the environmental community, the meteorological community working on ceasing burning straw to reduce greenhouse gas emissions.

From September, 2017 to November, 2017, even zero burning point was found in Henan Province, China, showed by satellite, which is a historic breakthrough. This project has a strong correlation with SDGs 13, 3, 9, and 12. By reducing the burning of wheat straw and cornstalk through innovation in the field of ICTs, carbon emissions can be reduced, while the damage to human and other land life is mitigated.

The same model can be promoted in other countries and regions reusing existing infrastructure such as communication towers. It can also be applied in river pollution prevention and soil loss management.

No more investment is needed to achieve continuous target in coming years except simple maintenance cost. It is followed by the comprehensive utilization of feed, fertilizer, biogas energy, raw materials of papermaking.

Replicability

Geographically it is replicable. By constructing an automatic monitoring and identification system, and reusing the operator's existing tower, power and network resources, the desired effect could be achieved in many other countries and regions, since there are similar agricultural areas on the plain worldwide, and the mature solution of this project has the necessity and feasibility to apply in some other areas.
Technically it is replicable. The same technical scheme could also be applied in the field of forest fire prevention, river pollution prevention, and soil loss management.


Sustainability

Monitoring and management of burning straw will still be necessary in the coming years.
This project utilizes reliable front-end cameras and back-end cloud computing system to ensure the robustness of the system, which can run well for many years without adding other investments, developing more applications related to environment based on existing system becomes possible.

WSIS values promotion

This project is closely related to WSIS Action Line E-environment. It will foster cooperation between the ICT communities, the environmental community, and the meteorological community working on ceasing burning straw to reduce greenhouse gas emissions. Due to the large area of farmland in Henan Province, the ban on burning of straw is multi-faceted, and the inspection of ban on burning is mostly based on "man-to-man battle" and "consumption battle", which is difficult, costly, and ineffective. This project makes full use of ICT to build a "full coverage, all-weather, all-time, zero-dead-end" system named "The Blue Sky Guard System" to assure the air quality with the cost fundamentally reducing.
