SAAM has been Implemented and utilized since 2018. SAAM is a web-based system which is free of charge and accessible at any time and in any place. By identifying the Iran's licensing system with more than 5000 dashboards in the range of country's administrative system (154 types of administrative executive organizations) and over 8000 dashboards in the range of business unions (equal to the number of business activity categories across the country), it allows applicants of obtaining or renewing business licenses to apply online for a license after online authentication and allocating a dedicated dashboard to them. The National Portal of State Licenses, while informing the applicants, in case of happening problem in the licensing process during the period prescribed by the law, will take the necessary measures to address the problem. Not merely this leads to providing relevant authorities with ample data required for monitoring and supervising status of license issuance processes, but also it results in significant facilitation of issuing and renewing licenses for applicants. In this system, all Inter-Organ Inquiries are carried out from the national network of information (GSB). According to best practices, this mechanism is the only well-known way of establishing a unified procedure for issuing and renewing licenses, as well as, preventing personal preferences in formal procedures.

It is expected that new requirements of beneficiaries that are affected by modifying some laws and regulations, and necessity of the contribution of licensing authorities in reducing unnecessary time and documents and provide e-services at government level will be a motivate to continuous updating and development of system.
SAAM system is a part of national and unique portal of licenses issuance which is managed by the government with the goal of designing an integrated licensing regime based on continuous improvement of business environment. This will lead to a sustainable project.
The SAAM system, refers directly to C7 action line from WSIS+10 vision document in 2020 titled ‘E-government’. By comprehensive strengthening of digital space, efficient and effective public services, and development of cooperation between government and the people, it refers to the undisputed role of the government in national policy-making framework to promote innovation and increase SMEs access to business opportunities. By providing credible, transparent and non-discriminatory legal services for business license applicants, not only the system leads to reducing the time of issuing business licenses, and providing clear, timely and accurate responses but also, it contributes to realization of WSIS goals in reducing inequity and poverty. Accessible government data in this system will help to create effective, responsive and inclusive institutions at all levels of the covered geographical area, and these justice-oriented institutions will promote sustainable development. Therefore, the project is exactly in line with WSIS policy in action line C7.
