Certification on Public Policies and Programmes Evaluation


Description

The CPPPE is a comprehensive training Programme addressed to federal and local public servants which also considers the academic, social and private sectors. Its main objective is to provide information and methodological tools on the main types of public policies and programmes evaluations used in Mexico, to guarantee that public resources are focused on the achievement of the national and local planning. To accomplish this goal, the CPPPE is entirely taught online using different e-learning 2.0 tools provided by MéxicoX digital Platform.
The use of these technological tools boosted the project’s horizon since 26,027 people coming from all the national territory and more than 15 countries got enrolled, 16,683 actively participated and 11,538 obtained an official Diploma issued by Mexico Finance Ministry. This numbers are the greatest achievement in the Ministry’s capacitation history. Worldwide, the online courses graduates’ average is between 15 and 25 % while 69.16% of the active enrolled participants successfully concluded the Programme. It is also important to consider that this project has already won a national award for contributing to the democratization of the evaluation culture using the digital environment.

Replicability

This project can be replicable worldwide because the evaluation of public policies and programmes is very important in any country. There are other evaluation curses but this one considers Mexico’s legal context and its main problems.


Sustainability

This project is sustainable because it reduces the use of not renewable resources and as it is completely online, reduces the use of transporting.


WSIS values promotion

The project is totally committed to the WSIS values as it promotes inclusion, the dissemination of transparency and accountability strategies and the right to know. By encouraging comprehension of certain topics, and primarily, the assimilation of analysis tools, participants can adjust them in order to implement them under their particular context, either in public service, academia, private sector, civil society or private sector. This way, innovation and creativity represent an important characteristic of the course, both important values for the consolidation of an Information Society. Sharing of information and maximum publicity are other values present along the course, as it approaches topics such as open government. Because a considerable number of public servers joined the first edition of the MOOC, it has also been possible to stress on the importance and responsibility that governments have in the development of an Information Society in the sense that an inclusive approach requires, as stated in the Declaration of Principles, new forms of solidarity, partnership and cooperation among other government institutions but, more importantly, with civil society and non-governmental organizations.
