NuTech Portal


Description

NuTech Portal automates the process of obtaining transfers approvals of regulated items. Regulated Items are Nuclear Material, Nuclear Related Items and Nuclear Related Dual-Use Items listed in Nuclear Suppliers Group Guidelines published by the International Atomic Energy Agency (IAEA). Portal supports the fulfillment of licensing requirements; by checking, monitoring and auditing of all shipments suspected of being subject to a license. The name itself is a combination of two words, Nuclear Technology. We, at the Federal Authority for Nuclear Regulatory (FANR), use this system to ensure the safeguards of these items in accordance with the international treaties and conventions. The system is paperless and has reduced approval time for the clearing of shipments from Customs by 80%, and achieved a customer happiness rating of 100%

Replicability

NuTech portal provides smart solution for obtaining transfer approvals of regulated items related to Nuclear Material, Nuclear Related Items and Nuclear Related Dual-Use Items. There are more than 5,000 regulated item groups based on Harmonized Commodity Description and Coding System simply referred as "HS Code". “Harmonized System” or simply “HS” is a multipurpose international product nomenclature developed by the World Customs Organization (WCO). This Harmonized system is used by more than 200 countries and economies as a basis for their Customs tariffs and for the collection of international trade statistics. Over 98 % of the merchandise in international trade is classified in terms of the HS.” NuTech is in full compliance with auto-recognition of the HS Code as an international practice. The sSolution is replicable for any authority providing transfer of any regulated item e,g, Food, Electronics, Nuclear etc. As part of our responsibility, we are now in discussion with another federal entity. They aim to use our system for their customs purpose as well.


Sustainability

NuTech portal is sustainable as it supports FANR’s mission of ensuring the peaceful uses of Nuclear Material, Nuclear Items and Nuclear Related Dual-Use Items through its licensing and controlling systems. The system is built with a strong infrastructure and is being placed with 2 servers to ensure continuity. There has been a training for the assessors from FANR, the users from the licensees, and the partners like Abu Dhabi Customs. The knowledge itself is captured in 2 manuals, the user manual and the technical support manual. Since its launch, NuTech underwent several improvements to support its sustainability like developing integration with custom authorities to reduce approval time and increase customer happiness.
NuTech supports the economical sustainability of the country as it contributes to its National Agenda Indicator. The LPI (Logistics Performance Index) is an international index aiming to facilitate the trade and logistics between countries. NuTech helped in putting UAE in rank 11 worldwide in 2018.


WSIS values promotion

Implementation of NuTech portal promotes WSIS values relevant to several categories within C7 “ICT Applications”. The benefits and value added output is directly related to ICT Applications for e-government since it supports national e-strategy of Smart Government program to deliver government services at customers'scustomers’ doorstep and increase customer happiness. It also support government's commitment towards Peaceful uses of Nuclear Material, Nuclear Items and Nuclear Related Dual-Use by providing better control on the import / transport / export of these material. Such control will protect the people & environment from harmful effect of ionizing radiation and enable appropriate action in appropriate time. The value also comes from FANR strategic indicator. FANR compliance with international nuclear regulatory Safeguards Controls has achieved 100% in the past two years. The country reputation of compliance is rising up among other nuclear energy countries due to its initiatives in such sector. Another value of NuTech was its contribution to FANR reputation.
