BOESL App – An aid for socio-economically disadvantaged people of Bangladesh to work abroad


BOESL (Bangladesh Overseas Employment and Services Ltd) App is a mobile app where the user will get latest recruitment notices and news. Target is to provide help/assistance for Job seekers interested to go abroad. Job seekers can get useful and authentic info, audio-visual content even from home. The App has intuitive interface in Bangla & English language. BCC is providing technical support to BOESL. It’s a mature product, smoothly running for 2 years. It's available both in google play and Apple store.

Description

BOESL is the only "State owned" Manpower exporting Company in Bangladesh. The main purpose of this company is to provide honest, efficient and quick services to the valued foreign employers in the field of recruitment and deployment of manpower with the full satisfaction of the foreign employers. Objective of BOESL app is to provide help/assistance to poor and lower income people of Bangladesh to get news and info on new job opportunities with tip of the finger.
It’s the 1st and only mobile based solution from BOESL. It was Launched on 12th Dec 2017 by Hon’ble Speaker of Bangladesh National Parliament. It’s FREE to download. Job seekers can get useful and authentic info from smartphone app even from home. It provides Real-time push notification for new job opportunities! Job seekers are able to submit complain to BOESL authority from his/her smartphone. It works in both horizontal and vertical mode. It is developed using Open source tools/technologies. It’s available both in Apple store and Google play.
Results achieved:
We will term the BOESL App as a successful project based on implementation achievements. The app has been downloaded 22,500+ times from 30+ countries of the world. 10% of the total downloads are done by Non-Resident Bangladeshi people working in abroad. 350+ job opportunities and related news/notices has been published in the app so far. It’s rating is 4.7 in Google play.
Impact:
We are seeing impressive response from Bangladeshi citizens and NRBs. Based on feedback from user community, iOS version of the app is released recently. Bangladeshi citizens, aspiring to go abroad for employment, are getting timely and authentic news instantly as soon as it’s published by BOESL. They are able to submit complain using the app. Previously, it required them to come to capital from remote area. Job applicants from rural areas are now able to apply with ease and relieving them from the hands of middlemen/broker to a great extent. It's creating positive impression among job seekers about govt services

Replicability

If a concept or project has been proven to work in one community or region, it can often be exported to other communities or regions in the same country or abroad. While there are, of course, vast differences between countries and even between different parts of the same country, a good project will often be capable of being replicated elsewhere. We strongly believe that BOESL app has all the capabilities to be replicated.
BCC followed BNDA framework (designed following TOGAF v9 framework) in developing and maintenance of the mobile app. BNDA framework is established to meet the growing demands of the public & private sector organizations and citizens by providing integrated and inter-operable e-services in a more secure, reliable and efficient manner through usage of ICTs.
The BOESL app has created precedence of providing information-as-a-service for poor people of Bangladesh. Similarly, other govt agencies can impart data/info for citizen via mobile app on regular basis. BOESL has already taken initiative to extend the system's features and functionalities. Also, it has plan to conduct Promotional and Awareness seminar/workshop.
We think this app can be replicated to other developing or under developed countries. We assume it may need minor modification/customization to adapt the app for other countries. However, BCC and BOESL will be more than happy to take the responsibility of tweaking the system for replicating t other countries


Sustainability

We are assuming 'sustainability' as the ability of the BOESL app to continue its operational activities far into the future. All projects have to end eventually, but the project impacts need to continue. Peoples want to see how the mobile app and its impact will outlive their direct involvement in getting job opportunities from Govt. A project can be sustainable in three main categories: organizational, financial, and community sustainability.
Organizational: BOESL is a state owned company under Ministry of Expatriates’ Welfare and Overseas Employment, Government Of Bangladesh. Admin panel of BOESL app is hosted in national data center (maintained by BCC itself) and carrying out operation & maintenance of the system is accomplished by regular employees of BOESL. BOESL already chalked plan to extend features & functionalities of the app for generating revenue. BOESL is working closely with BCC in this regard. So there is no doubt about continuing operation of the mobile app by BOESL.
Financial: In a sense, BCC is providing technical assistance for BOESL in development and implementation of the mobile app. The app can act as a revenue generating source through imparting services related employment related value added service. For example, BOESL can take service charge from job seekers for getting specialized and personalized experience. It proves the system can be financially sustainable also.
Community: We are seeing positive response from poor and lower income people of Bangladesh in using the mobile app. They are able to save effort & expenditure that was otherwise needed to gather authentic info about job opportunities. Job applicants are able to submit feedback or complain to authority using the app. The app has gained popularity among NRBs as authentic and meaningful source of info regarding employment opportunities. So it can be opined that it's increasing community base also


WSIS values promotion

BOESL app is helping poor job seekers to apply for foreign jobs with ease. It's intuitive responsive interface enables applicants to view employment opportunities from his mobile/ smartphone as soon as the notice is published. In fact, it's helping poor people to get job with less hassle and thus contributing to reduce poverty and decent work for all. It’s real-time push notification enables job seekers to know job opportunity instantly. It improves TCV (Time-Cost-Visit) index for job seekers. It provides authentic overseas job news/information. It’s free from hassle of fraudulent job agencies. Audio visual content creates knowledge and awareness among Job seekers. Language preference helps user to feel comfortable and enable better user experience. Job seekers can submit Feedback/ Complain to authority with ease. They can view response of complain/feedback from mobile or email. The app provides value to Government also. It utilizes digital devices as a means of service delivery. Transparency is ensured by providing authentic news to job seekers/citizens. Improved quality (in terms of efficiency and quickness) of service delivery is also ensured. Citizen engagement is now more comfortable and robust. The app is a true reflection of new govt strategy for service delivery – service at the tip of finger.
