The Global Governance Principles and Methods for High Frequency Electromagnetic Environment


Description

High frequency (HF) is an important approach for the widely applied intermediate/long-range radio services, for which the deteriorating HF electromagnetic environment (HF EME) has become a pressing global issue. The objective of this project is to explore the causes of the deterioration and to seek solutions.
The project has made a significant contribution to the improvement of HF EME for all HF services, which access environmental data and related services to impact sustainable development positively.The project also revealed the formative theory of the HF EME deterioration and proposes the principles and methods for global governance. Its implementation will benefit HF users worldwide by connecting the world with affordable cost and making great contributions to energy saving and emission reduction. Furthermore, this project contributes to the achievements of SDG 9, 16, and 17. The results can be replicated to other spectrum bands for better utilization of the spectrum resource. Through solving the deterioration problem of HF EME, this project can promote the sustainability and development of the HF services.

Replicability

The principles and methods proposed can also be extended to the EME management on other bands, which will potentially benefit a large number of radio services users.

The governance principles and methods proposed in this project can be replicated to other spectrum bands for better utilization of the spectrum resource.


Sustainability

As a low-cost infrastructure, HF communications have advantages such as the long transmission range, convenience of usage and good invulnerability.This resilient network infrastructure can be constructed using HF transmissions in almost all environments with a low cost. This will not only decrease the investment in infrastructure but also improve the resource efficiency, therefore it can be considered as a long-term solution.Moreover, the current deterioration problem of HF EME is a great obstacle for its sustainability and development. This project contributes to the resolving of this worldwide pressing problem and has proved to be effective.

The models proposed in this project restrain the absolute value of unwanted emission power for HF intermediate/large power stations, which impose more reasonable unwanted emission power limits on HF radios to control the pollution of unwanted emission power in the HF electromagnetic environment.

Moreover, this project helps resolve the current deterioration problem of HF EME, as a result, it is beneficial to the sustainability and development of HF EME.


WSIS values promotion

The project promotes the governance and improvement of the HF EME, which benefits all HF users with low transmission powers and better user performances. Furthermore, this project proposed a cooperative competition model and approach for the efficient utilization of the spectrum resource in the HF band, which stimulated wide cooperation during the resource competition process. Through which, the project helps promote just, peaceful and inclusive societies for better resource sharing, and revitalize the global partnership for sustainable development.
