Government Services Observatory system “MARSAD”


Description

E-Government Program (YESSER) launched the Government Services Observatory system as a single point of truth regarding all government services and source for National e-government platforms. Marsad allows government agencies to inventory services and develop a roadmap to transform traditional to higher maturity electronic services.
MARSAD Vision : Increase the e-maturity of all government services to the highest level.
MARSAD Mission: MARSAD system enables the following:
• Govern, track and monitor the progress of service transformation initiatives across all government entities
• Provide citizen and decision makers with up-to-date and detailed information about government services
• Deliver instant and valuable reports to all relevant stakeholders
• Developing a roadmap to transform government services from traditional to electronic, and raising the level of maturity of e-services.
• Assess the progress of government agencies in the e-services process correctly and accurately based on documented and updated provided by the entities itself.

MARSAD provide sustainable continuous evaluation for all the launched services by all the government agencies.

- Tools that assist and evaluate also analyzing the data. - Monitoring the progress of all agencies in service transformation and e-Maturity - Contribute to increase the user satisfaction for the government services. - improving quality of life regardless of age, gender, financial status, social status, marginalized or mainstream, rural or urban - Create, share and access information regarding government services, and utilize it to transform services so as to make them accessible, convenient and intuitive to consume for all beneficiaries. - Service delivery became more and more customer and not entity oriented due to this holistic view on government services. A higher transparency was achieved and service beneficiaries could defend their rights, eligibility for services and provide their feedback
