Development of National ICT Infra-Network for Bangladesh Government (Info-Sarker) Project.


Description

The Government of Bangladesh is actively adopting IT infrastructure in order to improve public services and also to ensure “Internet for All by 2021”. One of the important IT infrastructures of this government is “Development of National ICT Infra-Network for Bangladesh Government (Info-Sarker) Project.” All ministries, government directorates/departments, all 64 districts and 488 Upazilas (sub-districts) and 18,130 government offices have connected and 25,000 tabs have been distributed to government officials for enhancing the use of ICT in public sector. 1600 police offices are under VPN connectivity and 800 video conferencing systems. 20,000 km optical fiber cable to 2600 rural administrative units (Union). 26,000 Government offices at union level are connected by high-speed broadband internet. At least 60% of the population amounting to 100 million have directly benefited from this project. The project has increased the number of fixed broadband connections from the existing 2.25% of household to more than 12% of the household and is expected to contribute 1% increase in GDP by 2021. It is empowering people to access e-government services, education, health and employment resources. The Info-Sarker project has been regarded as the highest priority project.

Replicability

High speed internet backbone can be extended to each and every village of the country. This kind of project is first time in South Asia.


Sustainability

The project is very technical in nature, therefore government will make partnership with private sector to ensure sustainability by providing continuous support for operation and maintenance.
Service delivery and Maintenance:
All maintenance cost including manpower repair, maintain, up-gradation will be borne by private NTTN operators. Internet service will be provided by Internet Service Provider’s (ISP) to government/non-government sector/institutions, educational institutions and individual households at a rate decided by the government.
A joint committee will supervise the total service and will make directives as necessary to the private partners.
BCC Responsibilities (Government):
BCC has born the cost for Network Topology, Survey Design, Installation, testing and commissioning of all Active Devices (DWDM, Router, Switches, ODF and Rack), Optical Fiber Cable Laying , PoP Renovation at different Upazila & Union.
Private Sector Responsibilities:
a. Private Sector will be responsible for maintenance, up-gradation, repair of the network and service delivery.


WSIS values promotion

Info-Sarker Project is promoting WSIS value 22 (A well-developed information and communication network infrastructure and applications, adapted to regional, national and local conditions, easily-accessible and affordable, and making greater use of broadband and other innovative technologies where possible, can accelerate the social and economic progress of countries, and the well-being of all individuals, communities and peoples.) by developing nationwide network infrastructure with high capacity bandwidth. This project has connected all ministries, government directorates/departments in all 64 districts and 488 Upazilas (sub-districts), 1600 police offices are connected under VPN connectivity. 26,000 Government offices at 2600 rural administrative units (Union) level are connected by high-speed broadband internet. 20,000 km optical fiber cable were deployed to build this huge infrastructure. At least 60% of the population amounting to 100 million have directly benefited from this project. The project has increased the number of fixed broadband connections from the existing 2.25% of household to more than 12% of the household and is expected to contribute 1% increase in GDP by 2021.
