In terms of technology, the UAE has increased internet use from 19% in 2000 to 98.4% in 2018, according to Internet World Stats (IWS). However, the culturally and ethnically diverse nature of the UAE creates a potential for the use of technology in ways that are culturally inappropriate, unethical, or even criminal. Therefore, the need arose to create an awareness program for the entire community to help them avoid, detect, overcome and resist a considerable amount of internet related risks including bullying, identity theft, online scams and the spread of negative and destructive ideologies such as racism, extremism, xenophobia, hatred and violence through social media.The awareness initiative was initiated by H.H. Sheikh Saif Bin Zayed, Deputy Prime Minister and Minister of Interior, as a part of the Khalifa Empowerment Program, which aims to develop the next generation of UAE citizens and expats by equipping them with the knowledge, skills and expertise to be productive members of society, to create awareness of unethical behaviours in using the internet, and to tackle potential risks.

the eAwareness program is designed to support All actors in the Information Society within UAE to take appropriate actions and preventive measures, as determined by law, against abusive uses of ICTs, such as illegal and other acts motivated by racism, racial discrimination, xenophobia, and related intolerance, hatred, violence, all forms of child abuse, including paedophilia and child pornography, and trafficking in, and exploitation of, human beings.
