Development of National ICT Infra-network (Info-Sarker) project


Info-Sarker Project

Description

Info-Sarker project consists of 3 phases with the aim of extension of government ICT network to the lowest tier of administration and root level citizens.
Under phase I and phase II of this project high-speed internet backbone network with high capacity bandwidth using Dense Wavelength Division Multiplexing technology has been established in all ministries, government directorates/departments, all 64 districts and 488 sub-districts and 18,130 government offices and 25,000 tabs has been distributed to government officials for enhancing use of ICT in public sector. Central secretariat is under Wi-Fi connection, 600 police offices are under VNP connectivity and 800 video conferencing systems and one disaster recovery center has also been established.
Phase III expands existing backbone network through 20,000 km optical fiber cable to 2600 rural administrative units (Union). 26,000 Government offices at union level and 1600 police offices are connected by high speed broadband internet. At least 60% of the population amounting to 100 million will be directly benefited from this project. The project is expected to increase the fixed broadband connectivity from existing 5% of household to more than 15% of household and is expected to contribute 1% increase of GDP for the country.
This project strongly supports Sustainable Development Goal (SDG) and target 9.C of goal 9 and target 10.1 of goal 10 in particular.
Establishment of Optical Fiber Backbone network up to 2600 Unions of around 100 million people, ensuring access to e-service for the rural communities of Bangladesh, connecting 1000 police office with National ICT Network for better e-Governance, creating opportunity of accessing information super highway for people of hard to reach area of Bangladesh and this infrastructure will increase fixed Internet subscriber from existing 5% to 15% by the end of 2020. In addition to that, expanding broadband internet up to union level/rural area will definitely reduce digital divide between urban and far reach area.

Replicability

This type project can be adopted by any nation in their country for whole or a part of it for high-speed data connectivity infrastructure.


Sustainability

The project is very technical in nature, which will be implemented through soft loan, therefore government will ensure sustainability by providing continuous support for operation, maintenance, and transfer under revenue budget and by providing adequate skilled manpower.

Service delivery and Maintenance:
All maintenance cost including manpower repair, maintain, up-gradation will be borne by private NTTN. BCC will not pay anything for that. Internet service will be provided by NTTN to government/non-government sector/institutions, educational institutions and individual households at a rate decided by the government. With gross violation of the conditions of contract BCC will have the rights to cancel the contract with written notice to NTTN.
A committee comprising ICTD, PMO, Cabinet Division, Ministry of Public Administration, BCC, BTRC, Power Division, Local Government Division, representatives from NTTN will supervise the total service and will make directives as necessary.
Public-Private Partnership (PPP) Models.
BCC Responsibilities (Government):
a. BCC will bear the cost for Network Topology, Survey Design, Installation, Testing & Commissioning of Active Devices, Optical Fiber Cable Laying, PoP Renovation at different Upazila & Union.
b. BCC will arrange to complete necessary installation, testing and commissioning of all equipment - DWDM, Router, Switches, ODF and Rack) at each site.
c. BCC will arrange to handover the completed PoPs to NTTN as per Maintenance Contract.

Private Sector Responsibilities:
a. Private Sector shall provide support service 24 hours in a day and 365 days in a year for providing uninterrupted network service and ensure Maximum Time to Repair (MTTR) as per SLA.
b. Private Sector shall bear the all cost for maintenance, replacement of OFC and up-gradation of equipment during the contract period.
c. F@H will provide necessary security for all OFC and equipment at site.
