The APEC Digital Opportunity Center (ADOC) Project is a self-funded multi-year Economic and Technical Cooperation (ECOTECH) initiative that Chinese Taipei first raised in the 2003 APEC Economic Leaders’ Meeting. It aims to assist in transforming digital divides into digital opportunities throughout the Asia-Pacific region.The main objectives of the ADOC Project are to reduce digital divides and to make contribution to inclusive growth in the APEC region by enabling people to overcome limitations due to age, gender, health, social or educational status, allowing those people to enjoy the 4A benefits (anytime, anyone, anywhere, and anything) of digitalization. In addition, the ADOC Project also provides an innovative platform for collaboration so the Countries can share their experiences in how to bridge the digital divide.A wide range of ICT training programs is provided and tailored to the needs of countries communities where the ADOC project has presence. Training programs are designed to benefit women, children, micro and small business entrepreneurs, people with special needs (hearing and vision impaired), as well as disadvantaged groups in remote areas. The execution of ADOC Project has helped each country promote international welfare. It also helps to reduce the social costs because bring the street kids back to schools. To provide digital and ICT skill training, it helps over 110 thousand families in 10 Countries increase incomes and improve living.

Institute for Information Industry, with the implementation model of “Fast replication” in mind, starts from the observation and investigation by Information Communication Technology Delegations (ICT Delegations) and then analyzes the reports on each e-Program need of each countries to be the base of e-Program resource distribution, such as establishing Partner Offices, setting up small Digital Opportunity Centers, offering training courses for information communication professionals and information communication pioneer teaching staff. Using the strategy of connecting points to form lines and connecting lines to form surfaces, step by step, Institute for Information Industry assists all local Partner Offices to start from planting seeds of ADOC concept, developing the root of ADOC business, gaining the sprouts of the cooperation implementation of each e-Program until reaching the full growth of the relationship between each countries. Institute for Information Industry will help each local Partner Offices to best utilize the above-referenced resources to develop its business locally and to achieve the goal of self-reliance and everlasting operation. Institute for Information Industry has been replicated this model to Democratic Republic of Sao Tome and Principe to set up 5 computer training centers and Myanmar has 3 computer training centers.
By learning how to take advantage of digital opportunities. With this knowledge many women have been able to start up their new businesses, increase their income and profit, get better, jobs, educations, and their overall quality of life.
