Establishment of GeoDASH platform, a complete SDI(Spatial Data Infrastructure) for Digital Bangladesh


GeoDASH stands for Geospatial Open Data Sharing Platform . It's a web based application and platform for collating, storing, and sharing geospatial data and for deploying spatial data infrastructures (SDIs).It's based on GeoNode system, an open source geospatial content management system. In fact, it's the 1st complete SDI in Bangladesh. It provides integrated data storage, data retrieval capabilities, viewing, and mapping capabilities. NSDI (National SDI) platform is developed based on it.

Description

In December 2015 World Bank transferred the ownership of Geospatial Data Sharing Platform (GEODASH) to the Bangladesh Computer Council (BCC), Government of Bangladesh (GoB). Its now hosted at BCC’s datacenter which web url GeoDASH.gov.bd.
GEODASH provides integrated data storage, data retrieval capabilities, viewing, and mapping capabilities. It is scalable to include various types of spatial information, ranging from physical geographic data, to natural hazards, socio demography, and others.
Some of the highlighted features are - Upload CSV (Excel) format layers, Upload shape (shp) format layers, Upload OpenStreetMap (OSM) format layers, Upload Spatial Image (tif) format layers, Upload documents, Create map using single/ multiple layers, Style layers, generate heat map, bubble map, chloropeth map, Measure length, Measure Area etc.

Results achieved:
GeoDASH paved the way for establishing NSDI in our country. Survey of Bangladesh (SOB), with support from JICA, is implementing it for Digital Bangladesh. Since 2017, Bangladesh Computer Council (BCC) is helping SOB in this regard. FAO (Food and Agriculture Organization) has selected GeoDASH platform to be the base of Forest department's portal containing GIS data , report, analytics etc. The portal will go live within next couple of months. World Bank Group invited BCC to send representative in the GeoNode summit (held on 26-28 Mar 2018 at Torino, Italy). the team presented their activities, implementation details, achievement etc to the international community.

Impacts:
Improved quality of investment decision-making and emergency reaction times, Reduced paperwork and run around between agencies, Streamlined government services and reduced transaction times, reduced duplication of effort, resources and infrastructure. The World Bank Office Dhaka has agreed in principle to include a clause in all relevant TORs that dictates the requirement to upload all non-sensitive data to GeoDASH, ensuring against disappearing data and “PDF only” outputs.

Replicability

GeoDASH platform is cloud based solution for GIS data hosting. This eliminate the need to maintain privately owned servier by the organizations. As GeoDASH hosting in Bangladesh largest data center which is tier 4 certified providing 24/7 access of data and hosting service a very low cost, more more organizations are interested to host their data in the GeoDASH. Apart from hosting GeoDASH also provide advance GIS data analysis which attracted not only various departments of government sectors but also private sectors and academia to utilize this platform capabilities at a very low cost.


Sustainability

GeoDASH platform hosting the GIS datasets such as historical data for flood, cyclone, storm surge, wind speed, temperature, demographical, infrastructural data which are in high demand among the government agencies, private sector and academia. In near future there will be subscription fee will be impose to use these datasets. Apart from this private sectors are interested to host their data in the GeoDASH for their client. GeoDASH has wide range of GIS analytical features which are applicable to multiple datasets. This enables privates sectors to use this platform to provide GIS support for their client. A revenue model will be develop to make the platform sustainable in future.


WSIS values promotion

GeoDASH helps in planning and decision making for govt organizations by collating and summarizing geospatial data into view/map. Multiple kinds of spatial data provided by different organizations are used simultaneously and joined as layers in various user applications. Making this information widely accessible enables many industries and public agencies to add value and reduce costs. GeoDASH is a foundation for producing, sharing , and consuming geospatial information, thus improving decision making and service delivery across many sectors. it also helps reducing redundancy in geospatial data creation and maintenance, reducing the costs of geospatial data creation and maintenance, Improving access to geospatial data and improving the accuracy of geospatial data used by the broader community. This platform is a genuine innovation in the context of socio-economic context of Bangladesh and can be treated to help in resilient infrastructure for geospatial data. Again GeoDASH created instance of shared platform for govt agencies. As a centralized platform, it's needed to help government agencies securely store their Geospatial data and facilitate data sharing online. It will enable government agencies in monitoring, modeling, prediction, forecasting, evaluation and management purposes. It's helping agencies to save expenditure in managing & sharing GIS data, enabling better collaboration. As a whole, it contributes to achieve decent work and economic growth. In eGDI ranking 2016 report, it clearly mentions - ".. The use of Geographic Information System data and Internet of Things (IoT) hold the potential to transform the way public policy is formulated, implemented and monitored...". The report also mentions success scenario of some African Country. They established an online interactive data platform – gives the location and status of health, water and education facilities. GeoDASH has the potential to be utilized in similar role in our country.
