Description

#Dónde (Where in Spanish) is a responsive website to promote adolescents’ access to sexual and reproductive health (SRH) facilities. It allows geo-referenced information to condoms, contraceptives, HIV testing and attention, safe abortion and vaccines. It also gathers crowdsourced data related to the quality of SRH services. In this way, it should strengthen young people regarding their SRH decisions and behaviors.
#Dónde has more than 10.000 geolocalized services that cover all Argentinean provinces. For the construction and updating of the database, we have articulated with national government authorities and provincial authorities, demanding access to public information and its publication in open data format. This work was part of Open Government (Buenos Aires City’s Government). During 2018, more than 32.000 sessions took place, 50% of them were between 25 and 34 years old, 70% were women and sessions came from all provinces with a predominance of major urban centers.
Users have made 204 services evaluation, the majority of them are positive. The majority of evaluations are related to the promotion of the platform among partner organizations and the mechanism used to recommend services.

Replicability

The working model can be replicated in other countries and to different subjects. This model will only need to adapt instruments to public policies under monitoring process and the key population targeted. The web app was developed in open source, therefore its code can be downloaded, reused and modified for different projects.
The project was already replied and scaled up with the creation of another app called VAMOS, that extended its services to 30 Latin American countries. The geolocalized services were modified, and also an online counseling was included.
The digital platform is offered as a tool for monitoring and enforcing rights that can be easily accessed and incorporated into the advocacy work of social organizations. Furthermore, it may be used by the government to promote community involvement and to inform citizens about the achievements in the implementation of social programs and public policies.


Sustainability

The project is sustainable because it can be easily administered, people that are not trained in technology can keep the site active and updated.
In addition, secondary sources, such as members of the community (in particular adolescents and young people), can feed data into the platform. This is a comprehensive and sustainable approach with the potential to achieve great social impact by prompting the community to take ownership of the platform. This makes #Dónde sustainable because it is constantly updated by information given by its users, and helps to maintain accurate information about sexual and reproductive health services. By allowing the users to rate the system, it promotes civilian participation, and identifies the barriers in access to services as well as supports good practices with the aim to improve the quality of sexual and reproductive health services.


WSIS values promotion

The platform promotes that its users know their sexual and reproductive rights and can find places in which they can guarantee their exercise as a way to contribute to the construction of powerful and healthy communities. The specific actions developed to promote each WSIS value are: -Promotion of gender and empowerment of women: access to contraceptive methods and safe abortion guarantees that women can make decisions about their sexual and reproductive life with freedom, confidence and security. -Reduction of child mortality: development of two action lines regarding this matter. On the one hand, vaccine promotion considering the identification of a direct relationship between the absence of vaccines in child mortality. On the other hand, access to safe abortion, due to the fact that the illness and maternal death increases health risks for children during their first year of life and increases child mortality. In the same way, access to contraceptive methods and safe abortion reduces child mortality related to premature births in adolescent pregnancies and reduces morbidity and mortality of pregnant children. -Improvement of maternal health: in Argentina, unsafe abortion is the first individual cause of maternal death, by this means, prevention of unplanned pregnancies with contraceptive methods and access to safe abortions contributes to improve maternal health. -Combat HIV/AIDS: promotion of condom use, HIV test, access to antiretroviral treatment and pre-exposure prophylaxis. These actions are positioned within the 90-90-90 aim proposed by UNAIDS. -Development of Global partnerships: the platform requires partnerships with social organizations and governmental actors for its development and growth having as an aim the exercise of sexual and reproductive rights in equal conditions to all people, with special attention in barriers due to age, gender identity, sexual orientation, socioeconomic level and geographical location.
