Through a collaborative work between Zayed Higher organization and the Department of Health The EDSD is directly aligned with ZHO vision to achieve equal rights to increase happiness and social empowerment for people with disabilities. The project was developed by ZHO was a response to the growing number of cases where children’s disabilities were not reported in a timely manner. This meant that families spent years without knowing that their children have a disability, The project works in a unique way were all the cases of disabilities in newborns are report directly in an early stage, and report the cases of disabilities under age of four, also the child monitored by the education canters, the system will help to quickly detect and reduce the development of disabilities, attendant health disorders, and thus to intervene quickly in the rehabilitation.TheEDSD achieve the national policy for the empowerment persons with disabilities, Also The system will achieving the sustainable development goals .Since its inception, the project has brought together multiple stakeholders in an integrated governance model and coordination mechanism. Project’s added value and importance, Innovative Character and Potential for Scalability helps children with disabilities and highlights the importance of early detection. It is the first time that such a system is put in place in the United Arab Emirates and even in the wider Middle East region. Because of its concrete and practical nature and benefits, the project can easily be scaled up from the Emirate of Abu Dhabi to any country, with the right institutional setup. The governance model and technical aspects can be adopted and adapted to specific contexts, depending largely of the healthcare system in place. This project can be replicated in any country which has implemented disability’s network of touch points and integrated IT government infrastructure, and the first stage of the project can be replicated in countries which have medical birth screening as part of their healthcare systems
The United Arab Emirates issued Federal Law No. 29 of 2006 to protect the rights of persons with disabilities. The law provides for rights, care and equal opportunities for persons with disabilities in education, health care, training and rehabilitation. Article 2 of the Act provides that special needs may not be grounds for depriving the person with special needs of access to rights and services, particularly in the areas of social, economic, health, educational, professional, cultural and recreational welfare and servicesThe project also achieves the objectives and indicators of the UAE National Vision 2021 in implementing a health system based on the highest international standards. Through its association with achieving the goals of sustainable development 2030 as well as the policy of health and vocational rehabilitation for people with disabilities in the UAEEmirate of Abu Dhabi develop policy legislative and institutional frameworks for Early Detection system for disability risk reduction and that are able to develop and track progress through specific and measurable indicators have greater capacity to manage risks and to achieve widespread consensus for, engagement in, and compliance with disability risk reduction measures across all sectors of society.
The 3\12program is an integrated platform that collects appropriate information, including statistical and research data, to enable government and key service providers to formulate and implement evidence based-policies. This way, they can provide effective services and programs and take effective and appropriate measures to help children with disabilities become independent. This means full physical, mental, social and vocational participation, and inclusion in all aspects of life. The 3\12program allows for integrated governance, planning and service provision by identifying the number of children with disabilities who would require special services and the type of services needed across the various geographic locations in addition to plan for appropriate resources (financial, technical, facilities location, etc.). The EDSDS is expected to help overcome the lack of services and service providers to serve all children with disabilities across the Emirate by creating the appropriate services and developing evidence-based programs.
