Abu Dhabi Data Management Program


DMP

Description

The Abu Dhabi Government has developed a government-wide Data Management Program (ADDMP)
to be implemented by all Abu Dhabi Government Entities (‘Entities’). The goal of the ADDMP is first to acknowledge that data is a key asset of the Abu Dhabi Government, and then to improve both the data management functions and the data stored within the Abu Dhabi Government. Owning and using high quality data is acknowledged as a strategic enabler for the Abu Dhabi Government in its journey to become a world-class administration.
The ability of Entities to share and consume valuable data within a managed framework opens many
opportunities to identify and deliver new or enhanced government services, and to establish a data-driven working culture that leads to continuous improvement in the way these services operate.
World-class data management must be directed and supported from the highest levels of an organization, with
vision, direction, guidance and resources necessary to implement consistent policy and standards across and
throughout the organizational structure.
The duration of the commenced ADDMP (Phase I ) is two years and it focuses on raising the Entities’ maturity in five Data Management domains that includes: Data Governance, Data Catalog, Data Quality, Interoperability and Open Data.

Replicability

All Abu Dhabi Government Entities are required to comply with the ADDMP Standards. Conformance with the
Standards should be continuous effort, with Entities themselves determining their plan and priorities to implement the program. The Entity should consider its own risk profile, and its available resources when deciding upon prioritization.
The Entity should maintain its own self-assessment capabilities to determine if compliance is being maintained.
Since the data management capabilities varies from one government entity to another and within the departments and sections of the same entity therefore it is anticipated that the practices and activities of raising the data management maturity can be replicated within the various sections and departments of the same government entity and it is also replicable from one entity to another based on success stories, best practices and learned lessons.


Sustainability

By raising the entities maturity in terms of data governance, catalog, quality and interoperability in addition to promoting open data this will accelerate all efforts related to sustainable development by improving monitoring, accountability and decision-making within entities and the government.
The ADDMP requires frequent measurement of entities compliance progress, combined with encouraging publishing of open data, is supporting Abu Dhabi and UAE various leading initiatives towards achieving all SDG targets.


WSIS values promotion

The project promotes a government wide culture around the importance of data, by raising the maturity of Abu Dhabi Government Entities in terms of managing governed, well defined, high quality, and interoperable data in addition to encouraging the awareness around open data that directly serves the goal of WSIS to achieve a common vision, desire and commitment to build a people-centric, inclusive and development-oriented Information Society where everyone can create, access, utilize and share information.
