Open Data is non-personal data created within the competence of government agencies, i.e. socially important data of certain institutions, organizations, as well as information and analytical agencies that was brought to a readable format using computer software and placed on the portal Open Data (opendata.az) and is legally made available for use by anyone.Any person can use the open data freely without any restriction for any purpose, change its form and share it (scheme, map, graph, etc.) with another person. This socially important data (eg. economic development statistics, weather forecast, rainfall map, seismic zones map, post offices, payphone stations, cash payment terminals, communication tariffs, long distance and international codes etc.) can be used by anyone without requiring a patent, license, permit, without limitation, in any form at any time. Thus, any citizen (e.g., software developer) can also develop publicly available mobile apps using this data. Moreover, the data used in the development of mobile apps should be in readable format by all operating systems.Modern people create new services using open data to make our world more comfortable in XXI century when new technologies are introduced in all areas.

This project is replicable and our system can be good sample for every country which have not applied open data yet. In usage of all data sets in Open Data, the main part of response to APİ URL requests is the same. All responses are developed on a single standard. In Open Data System we also took into consideration to versioning of API services. When the new version of API for any data set has been launched it is possible to add it while keeping the current version too. For instance, the versions are marked as “v1, v2 and etc.” inside API URL. All data sets including services which do not have API-s were added to system as files (json, xml, excel and etc.).
The Open Data Portal is managed through single Data Center and was adapted to a single API standards. Currently, the portal combines the data sets of state organisations, we are going to extend it with data sets of private companies. This will increase accessibility to many types of data sets. In this way, the market of mobile solutions will be developed giving efficiency to community.
This project promotes access to information and knowledge for all population of the country, provides secure access to mobile services. The mobile application developed on these data sets can be used in daily circumstances as well as in business. It also helps to raise competitiveness to give better service to citizens. It has great impact on economic growth, these mobile services on one hand eases the citizen’s life and on other hand they can be sold to amount of money which will bring benefit to developer.
