Lebanon counts 4 Million Lebanese and over 2 Million foreigners and refugees. The General Directorate of General Security (GDGS) that is in charge of foreign presence census in the country, which is particularly important given the regional turmoil, partnered with LibanPost to better serve foreigners through its national network of postal offices with extended opening hours, and through its variety of other touch points, as well as its large distribution force. The “Foreigners’ Presence & Services Application”, that was developed in-house for the GDGS, allows for the renewal of the foreigners’ residency permits, other formalities’ completion, and for the establishment of an accurate database. This computer-guided retail application was complemented with a state of the art distribution module encompassing GPS coordinates on handhelds. A completely linked monitoring system was put in place for tracking undesirable events. Quality assurance reports were generated with push notifications to highlight any deviation from agreed upon SLAs. In 2018, handhelds were further updated to capture fingerprints using the latest bio-metrics technology, a reliable and accurate identity verification method.LibanPost positioned itself as the intermediary counter between citizens and public entities, hence contributing to better serve citizens, contain corruption and reform administration through business process re-engineering.

This type of project has been replicated with other ministries in Lebanon. LibanPost now offers over 70 types of formalities on behalf of public entities.
When LibanPost partners with a public entity, it accompanies its changes. The residency permit application was upgraded by LibanPost to align with the ministry's new requirements for international compliance. The Project has been ongoing since year 2000, albeit with a short interruption during the upgrade phase.
By serving Lebanese citizens, foreigners and refugees alike, LibanPost demonstrated once more through its “Foreigners’ Presence and Services” project, its commitment to service equality, to solidarity and tolerance, while preserving people’s dignity. The staff was trained on the importance of human rights and personal privacy.
