With the rapid development of information and communication technology (ICT), people are living in an era of data explosion. The problem of how to make full use of the data resource to promote the traditional industry reformation is a concern of many researchers and companies. China Unicom, as one of the largest telecom operators in China, is serving billions of mobile users. Accordingly, China Unicom holds massive amount of telecom big data, which contains abundant information on network and users.

In this project, we have proposed a telecom big data based industrial product system, aiming at serving different application fields. These application fields involve all walks of life, which includes environmental protection, finance, transportation, tourism, etc. The big data product system consists of a series of industrial platforms, which are: “Smart blue” environmental protection platform, Tourism operation and management platform, Urban City integrated planning platform, “Fox-hunting” police security monitor platform, Transportation system planning platform, “Xing Kong” smart business operation platform in urban city.

These platforms promote the traditional industry reformation with the help of big data. Furthermore, they help the Government and relevant Departments monitor the real time operation state of the city through advanced technologies, which can dynamically improve the effectiveness and efficiency of urban construction and management. These platforms also help build a comprehensive framework to radiate other fields of the society, which can finally benefit the whole society.

The system contains the Urban City integrated planning platform, which is designed based on the telecom big data and adcanced technologies. This platform analyzes users’ living, working and entertainment areas and relevant information, therefore tags users with career-residence labels. The platform can help provide the city relationship analysis, and the urban spatial analysis, and then gives an accurate planning of the urban areas and roads. The model can also be replicated in other fields like business field to help portray accurate user panorama.

The system contains the Tourism operation and management platform, which is crearted based on telecom big data and "intelligent tourism" information. Through the multi-dimensional monitoring and forecast of tourists’ information, the platform provides users with scenic spots analysis and recommendations as well as the congestion warning. At the same time, by integrating the tourism regulatory data and the tourism industry data, the platform can provide effective data support for the Government and tourism enterprises to develop promotional marketing strategies.

The system contains many dustrial platforms, which are explained below. 1. “Smart blue” environmental protection platform This platform is based on the telecom big data and the atmospheric pollution data. It has integrated the monitoring and forecast data of user distribution and pollutant information, which can provide a more targeted way for user polluting warning. Moreover, for polluting enterprise, this platform can automatically judge its operation state, which can realize intelligent environmental supervision for government departments. 2. “Fox-hunting” police security monitor platform By integrating telecom big data and video surveillance data, the “Fox-hunting” police security monitor platform is developed for electronic monitoring and warning. Based on the warning algorithms, criminal events are detected, monitored and backtracked. It can be used to assist the public security and judicial organs to identify the suspects, and acquire the suspects’ characteristic index. 3. Transportation system planning platform Based on the telecom big data and the urban planning data, the static spatial distribution and spatial-temporal trajectory distribution of the urban residents are obtained. Combined with the high-precision, all-factor meteorological forecast data, a predictive transportation panorama can be dynamically drawn, which helps the planning of a city. 4. “Xing Kong” smart business operation platform in urban city By integrating telecom big data, the offline business district data, and the Internet crawler data, the “Xing Kong” smart business operation platform in urban city is proposed for urban smart business area operation monitoring and planning. It can be used to guide the resource allocation on the supplier side of the districts; to guide businesses on precise investment; and to provide consumers with personalized consumer advices. Overall, The system provides economic and social benefits and can be further deployed in more fields to facilitate people’s life.
