The Central Birth and Death Registration (CBDR) is the nation-wide birth/death registry which interconnects health institutions and the national registry system (NRS) quickening issuance of certificates through process integration.The birth/death data was collected and processed in a decentralized way which was both inefficient and inaccurate. Citizens/residents had to approach multiple channels to submit notifications and receive certificates making a lengthy process loop of many days. Lack of communication between healthcare institutes and ROP caused difficulty for applicants to get status updates. Any errors in documents caused process repetition and delays. That’s when the CBDR was created, it is a centralized online registry of the birth/death events reported by all healthcare facilities in the country that integrates the workflows between stakeholders through validated processes.1. Organizes the process workflow from submitting application at healthcare institutions to receiving the certificate from ROP. 2. Improves turn-around-time to issue certificates from weeks to hours.3. Data corrections can be requested and done online.4. Real-time SMS/eMail status updates 5. Updates eMPI (Master Patient Index) registry which connects patient records across healthcare facilities.6. Builds family trees linking new-born ID to parent IDs.7. Facilitates Government to provision healthcare services, measure mortality/birth rates, and conduct researches.

Majority of the government processes are decentralized in almost all countries while civil registration project is implemented as part of the strategic plan in Oman. It is a long term investment and must be constantly maintained. CBDR project is part of a broader long-term eHealth vision of MOH and a critical component of the National EHR framework which consists of several ongoing project initiatives. Maintaining an accurate master patient index synchronized with the National Registration System of ROP was a crucial project goal apart from a single national birth and death record repository. Automation and integration of several processes spanning multiple government and non-government has increased the visibility and transparency of the processes and enhanced workflows with the general public being the principle beneficiary. Extending the project interfaces to more channels including mobility is another opportunity for enhanced user experience. The shared data repository with several clinical data related to death and birth opens up several research and care delivery improvement opportunities for future and accurately and instantly formed repository itself can be considered as the primary reason for the sustainability of this project. Hence it is necessary to have careful management and improvement with adequate infrastructure.
Since the launching of WSIS Targets in 2003, Oman was the first country in the Region to update the WSIS STOCK TAKING DATABASED. The WSIS Targets are very much integrated in Oman’s ICT Strategy which in turn has promoted the WSIS Values in the community. All WSIS action lines ( C1-C11) are very valuable and are taken into consideration when creating Citizen Centric services e.g. in two core sectors Health – ( Mother & Child) and Education among others these two sectors have won WSIS Awards. All Public Sector/ commutes are aware of WSIS Prizes and Oman has won many WSIS Awards since the launching in 2012.
