The Composite Index of Russian Regions e-Readiness is published on the yearly basis by the Institute of the Information Society since 2005. The Index has become an important information and analytical tool to develop and adjust e-Development policies, strategies and action plans at the regional and federal level. The Index helps to assess digital divide between regions and to identify obstacles and barriers for e-Development of the regions. Government authorities use the Index for a comparative assessment of ICT4D use in a region and for monitoring of the Information Society development.
