China-Singapore Cross-border Trade Blockchain Data Channel


Description

Trade globalization are still irreversible trends in the future and the cross-border flow of data will inevitably be involved in. Based on the China-Singapore New Land-Sea Corridor Project and the Shenzhen-Singapore Smart City Cooperation Initiative, China Mobile cooperated with cooperation partners to establish a blockchain trade data channel to connect Singapore and China with the guidance from governments. The channel consists of three electronic port blockchain data centers in Singapore, Shenzhen and Chongqing and private data communication networks. It used blockchain technologies of cross-cloud, cross-chain, cross-portal and privacy data computing to empower cross-border data circulation. It provides information services such as electronic bills of lading, supply chain finance, and electronic invoices to industries like customs declaration, logistics, banking and so on
The project has effectively solved the differentiation problems of the blockchain technology architecture, business docking, and regulatory standards of various countries in cross-border trade. It provides technical guarantees for data privacy security and traceability, helps the governments and enterprises of the two countries jointly deal with the cross-border security and reliability challenges of trade and other data, maintains the stability of transnational supply chains, and promotes sustainable development of the global economy
The project has created a typical scenario and a common mode of credible data services for cross-border trade, it is highly replicable and expandable in terms of technical features, operation mechanisms and business services. It achieves sustainable operations by building information infrastructure and data autonomy of all parties, and openly provides low-cost, modular and trusted data governance services for access users. In the future, the service will be further expanded in Fujian province and Tianjin Province of China and other countries such as Australia and South Korea

Replicability

This project has created a typical scenario and a general model for trusted data services of cross-border trade, and it is highly replicable and scalable in terms of technical characteristics, management and operation mechanisms, and business services. On the one hand, it expands nodes and services around the world based on the existing network, and on the other hand, it also provides reusable project practices for other cross-border data service scenarios.
(1)It has technical generality and expandability. Its blockchain network and platform have cross-cloud, cross-blockchain technical framework, and cross-portal technical characteristics, supporting China national encryption and a variety of internationally data encryption technologies. It can meet the diverse needs of all parties in cross-border data business for clouds, technical frameworks, portals construction, and data encryption standards.
(2)Data nodes are flexible and expansible. All participants only need to build a new blockchain data center and set permissions to join the existing network, which can be easily expanded to other countries and regions.
(3)The data nodes are autonomous. The local administrators of the data nodes will configure the authority of the node, platform portal, blockchain technology frameworks, encryption methods, and business rules in each region autonomously. All parties of the transaction achieve data interaction through cross-chain technology in the data center.
(4)Business applications are reproducible. Blockchain services such as electronic bills of lading, digital identity authentication, and electronic invoices developed based on the project, as standardized cross-border trade scenarios, can be replicated and promoted to major data centers.
(5)The project supports sandbox environment. The application developers can complete the test in the development sandbox environment, and it can be deployed to the production environment by one click after testing and review.


Sustainability

This project is based on the "information infrastructure construction + multi-party independent operation" model to achieve continuous operation and development, and openly provides low-cost, modular and trusted data governance services for users of cross-border trades.
(1)The construction of blockchain infrastructure . It builds a new type of cross-border data interaction infrastructure based on the integration technology of "blockchain data center + cross-border dedicated line + e-commerce platform". It dynamically expands and upgrades nodes, resources, and functions according to business development without duplication construction.
(2)The sustainability of technical support. It can build numbers of data exchange and business supervision channels based on various blockchain technologies. The data node gateway provides SDKs and related API general interfaces in various programming languages to support the secure access of various business systems. And through resource slicing, microservices, etc., the technical threshold and application cost are greatly reduced.
(3)The sustainability of business operations. It has included applications such as electronic bill of lading, digital identity authentication, and electronic invoices and provides services such as electronic bill of lading, supply chain finance, and electronic invoices for various processes like customs declaration, logistics, banking, improvement trading, payment and transportation. It is expected that more than 100 application services will be launched in 2023.
(4)The sustainability of data services. Secure and controllable data calls can be made between different application chains through cross-chain technology. On the premise of fully protecting the privacy of data, it can break the data gap between countries, heterogeneous chains, and businesses, and further form the flowable data assets and data credentials.


WSIS values promotion

The project has built a transnational information infrastructure based on blockchain integration technology. It provides integrated solutions like resource networks, system architecture, platform capabilities, and application scenarios for cross-border trade and data interaction services with advanced technology, ecological openness, and publicity of services. The project also offers low-cost, easy-to-use, and data-interoperable blockchain data channels to different institutions and enterprises in cross-border trade, compatible with differentiated regulatory rules and heterogeneous technical routes. It possesses high expansion capabilities and sustainable operation capabilities and helps WSIS continue to exert its influence in the construction of new global information infrastructure, achieving sustainable economic development, and enhancing government cooperation.
