Massive intelligent visual information/communications system


Description

The goal of the project is video interconnection system, which supports real-time video and audio on demand. Provide high-quality education and medical services for people in remote areas, so that they can also enjoy high-quality education and medical resources. The project works on balancing and matching the level of public services in different areas with different levels of economic development. It is committed to achieving the Sustainable Development Goal 3, Goal 4, Goal 5 and Goal 8.
The system follows the principle of separation of control and bearer, forms a separate architecture of streaming media resource layer and management support layer, and adapts to the upgrading, smooth evolution and hierarchical networking of the system. It can be rapidly and easily deployed, scaled and expanded to provide effective support for the supply of government educational resources.
This project has already achieved and enabled the access, application and management of more than 6 million video resources in 31 provinces of China. The project will continue to provide capabilities for video applications in education, environmental protection, transportation, finance, construction, and other fields.

Replicability

The system follows the principle of separation of control and bearer, which forms a separate architecture of the streaming media resource layer and the management support layer, and adapts to the upgrading, smooth evolution and hierarchical networking of the system. It can be rapidly deployed and expanded to provide effective support for the supply of government for educational, health, transportation, and other resources. This project has achieved the access, application and management of more than 6 million video resources in 31 provinces of China. These applications include transportation, finance, education, construction, maritime affairs and environmental protection.
This principle of separation control and bearer with the achievement of this project actual deployment on a large and complex scale, makes it a highly scalable and replicable project. Also makes it highly adaptable and modular based on the needs, resources, and objectives of the market it will be deployed, scaled or replicated.
It is hoped that this project can make greater positive contributions to WSIS action line and the United Nations Sustainable Development Goals across different markets.


Sustainability

On the whole, China is still a developing country, although some regions are already more developed than others. There are great differences in the level of development among China's regions. For example, the medical and educational conditions in rural areas generally lag behind those in urban areas. These areas have strong needs for improving education and medical conditions. On the other hands, it has always been one of the goals of the Chinese government and one of the social responsibilities of China Telecom to eliminate the digital divide, improve the situation of education and medical care in rural areas and eradicate poverty. The project provides a means to achieve the above objectives. The project is in line with social development goals and has received strong support from education and medical departments. For example, the Ministry of education signed a strategic cooperation framework agreement with China Telecom. " Cloud Education joint innovation lab" was jointly established by China Telecom and the Ministry of education. Based on the strong demand and the support of government departments, the project can continue to expand the deployment and provides opportunities and possibilities for bridging the digital divide and sustainable social development.

The open cooperation mechanism of "multi-party participation, co-construction and sharing" was adopted. The project introduced partners e.g. Huawei, gave full play to their respective advantages in resources, talents and technology, and promoted the sustainable development of the project. The project uses standard interface and equipment, hence easily replicable and can adopt easily to new market development and requirements.


WSIS values promotion

Based on the technology provided by the project, equal educational and medical resources can be provided to rural and remote areas, effectively improve the education and medical level in these areas, and enable rural children, women and other groups to obtain healthy life and development opportunities.
