Cyber Shield 2019 Exercise


Description

The national CERT of Turkey (TR-CERT), held an international cyber security exercise on December 19-20th, 2019. The Cyber Shield 2019 Exercise was co-organized by the Ministry of Transport and Infrastructure, and Information and Communications Technologies Authority, the host institution of the TR-CERT. Cyber ​​Security Alliance for Mutual Progress (CAMP) and International Telecommunications Union (ITU) were the supporting organizations of the exercise, which was participated by nearly 90 participants from 17 different countries. Teams from Lithuania, Uzbekistan, Iraq, Spain, Nepal, Malaysia, Palestine, Albania, Ukraine, Azerbaijan, Turkmenistan, Kyrgyzstan, Kazakhstan, Morocco, Montenegro and Turkey were competed in the event. During the exercise, the information on the measures to be taken against possible cyber attacks was shared while participants were provided an applied cyber security experience with technical infrastructure and scenarios developed by TR-CERT.

Replicability

The infrastructure used for the exercise has been developed by TR-CERT personnel and by using national resources. Governmental budget for cyber security activities is regularly growing in our country. All the experience, expertise, skills and technical infrastructure are affordable and accessible. These factors show that the supply side of the project is replicable in Turkey. On the other hand, cyber security is considered a one of the most dynamic and evolving subject in worldwide. New technologies new threats new security measures require continuous efforts. International cooperation, capacity building and technical implementation practices are among the most important pillars of the cybersecurity. And international cyber security exercises are playing a huge role for development in these areas. Thus the demand side for the project is also replicable in Turkey. The project can also be replicable in all countries since the cybersecurity needs are global. However building necessary infrastructure and expertise may be challenging for countries with limited cyber security budgets.

WSIS values promotion

International cyber security exercise is one of the most effective events for promoting international cooperation in cyber security. Main objectives of the exercise were: to increase incident response capabilities and readiness levels, to increase mutual understanding of cyber risks and associated impacts, and to ensure a continued collaborative effort among international cyber security stakeholders especially national Computer Emergency Response Teams (CERTs) in order to mitigate cyber threats. The information, experience and expertise sharing among countries and relevant international organizations in exercises are building blocks of the collaborative work against cyber threats in real life. On the other hand the exercise offers opportunity to participate in numerous technical activities in cyber security and sharpening the skills of the experts from different countries. So it plays a key role not only in building confidence and security in the use of ICTs but also in capacity building. Additionally this kind of events are very beneficial for awareness raising which is considered as a corner stone in cyber world.
