Description

MyGov*Net is a centrally managed Government Integrated Telecommunications Network to support the Government's delivery service system. MyGov*Net provides a network platform to enable access to Electronic Government Applications, Agencies Internal Applications or Intranet Applications and Access to the Internet. The MyGov*Net service is available to the Ministries, Department or Federal Government Agencies and Federal Statutory Bodies under the Ministry's remuneration. MyGov*Net played a significant role as the catalyst in realising the Government’s objective and prioritising the needs to provide the best service for the citizen. Hence, with MyGov*Net, the Government has successfully delivered the best, efficient and systematic services, where the productivity of the Government sectors has increased in all sectors thus enhance the users’ experience.

Replicability

MAMPU plays important roles in providing a secured and trusted integrated government ICT network to support online delivery system for the Government services. Government Agencies nationwide connected through the ICT network known as MyGov*Net.

MyGov*Net is an integrated, reliable, secured, and centrally managed telecommunications network service for the public sector in Malaysia including the Administrative Capital of Malaysia in Putrajaya. MyGov*Net is an enabler to digital government and consolidating Information and Communication Technology (ICT) in public sector which is one of the key initiatives for Malaysia Government Transformation Programme (GTP) and Economic Transformation Programme (ETP).

As to date, MyGov*Net has connected a total of 10,039 local Government Agencies including urban, suburban and rural areas in supporting Government online services. The achievement and success story of MyGov*Net has been recognised with the distinguished FutureGov Excellence Award, published in the Asia's Government Modernisation Publication, FutureGov Magazine in year 2015. MyGov*Net services continues to soar high with the implementation at fourteen (14) Malaysian Embassies worldwide known as MyGov*Net.Global. Mampu is in the midst of expanding MyGov*Net.Global at eleven (11) more locations and subsequently planned to expand to another nine (9) Malaysia’s Mission office.

MyGov*Net implementation intends to provide a convenient and secure Government network for ministries and agencies across the Public Sector - through a single platform to access, facilitate and materialise E-Government applications, intranet and internet. This is done so to provide great services to the citizen. The implementation of MyGov*Net services at Rural Transformation Centre (RTC) has benefit citizen in facilitating them to deal with Government Agencies such as Immigration Department of Malaysia and National Registration Department.


Sustainability

MyGov*Net as single government integrated network in position to response in effective manner of real time demand for mobility, social media, and big data analytics emphasizing speed and agility are fundamentally changing the way citizens live, work and interact with each other. MyGov*Net are providing unprecedented opportunities for the Government, enabling them to radically transform the complex bureaucracies to become more agile, citizen centric and innovative.

Having the right technology and established framework is a key point for MyGov*Net. The personification to describe the exquisiteness of MyGov*Net is the previous Government payment system that has to be made within 14 days had not realized due to unmanaged network infrastructure. Accountant General (AG) are hosting Federal Government Accounting System (GFMAS) and serving over 5,000 Authorised Centres that include internal and external branches. Since 2013, all Authorised Centres are connected to MyGov*Net. With the right technology and established framework fully implemented i.e. MyGov*Net, the AG has faced no issues with latency, bandwidth and connectivity. Payment is settled in less than 14 days.

Agile and ready-to-deploy is the principle of MyGov*Net. This has been demonstrated at The Urban Transformation Centre (UTC) whereby a one-stop centre that offers multiple Public Sector services to the urban community seven days a week with extended hours. The primary purpose of the UTC is to reduce the cost of agencies in providing services to the public. By using MyGov*Net, the agency’s network was consolidated and able to provide their services more efficiently under one roof UTC within 14 days. Dramatic increase in visits to the UTC as it offers critical government and commercial services under one roof. More significantly, the range of services meets public demand and more than 57.24 million people had utilised the services since its inception in 2012.


WSIS values promotion

MyGov*Net is promoting WSIS values as a well-developed information and communication network infrastructure and applications, adapted to regional, national and local conditions, easily-accessible and affordable, and making greater use of broadband and other innovative technologies where possible, can accelerate the social and economic progress of countries, and the well-being of all individuals, communities and peoples. MyGov*Net is a unique example of shared services in Malaysian Government and successfully implemented with full range of advantages. With the services, the Agencies may pick and choose any services from a fully standardise catalogue services with common metrics applied throughout the government agencies. As speed time-to-value is crucial and the essence to the front-liner agencies, the uniqueness of MyGov*Net helps to facilitate the planning and execution exercise of the implementation. A total of 180 Department of Road Transport deployment sites took 6 weeks as compared to 6 month to fully implement amidst the hectic counter services in full operation. Reducing the operational costs is a proven facts for MyGov*Net. Through the consolidation and rationalisation of MyGov*Net services across agencies, it eliminates duplication and drive down costs per bandwidth - driving up further efficiency altogether. It reached a significant saving of 85% in cost as compared to individual agencies network cost including the integration.
